Dubai Holding is looking to hire a Manager - Talent Acquisition at the corporate office. The role holder will be responsible for managing the end-to-end recruitment process across Dubai Holding Corporate and Dubai Holding Investments, ensuring alignment with the approved manpower plan and organizational goals. This role involves collaborating with hiring managers and senior leadership to identify staffing needs, refine recruitment strategies, and enhance the overall candidate experience. The role is also responsible for tracking recruitment metrics, ensuring compliance with relevant laws and regulations, and driving continuous improvement in recruitment practices. In addition, the role holder is required to support the ED Talent Acquisition with specific, group-wide Talent Acquisition projects, driven by the TA Centre of Excellence.

Key Accountabilities

Recruitment Strategy & Coordination

  • Collaborate with the Executive Director of Talent Acquisition to execute recruitment activities aligned with the approved manpower plan.
  • Partner with hiring managers to understand staffing needs and develop job descriptions that accurately reflect role requirements.
  • Coordinate the scheduling of interviews between shortlisted candidates and hiring managers, ensuring a seamless process.
  • Ensure regular and prompt tracking and reporting of vacancy and onboarding progress and status.
  • Conduct sourcing and screening for vacancies in line with approved Job Description and Hiring Manager requirements, leveraging both job postings and direct sourcing.

Candidate Assessments & Selection

  • Attend interviews as required, assess candidates, and provide timely and constructive feedback to hiring managers.
  • Conduct reference and background checks in collaboration with the Human Capital team.
  • Prepare offer letters, ensuring all details are accurate prior to obtaining necessary approvals for issuance.
  • Support the team to drive the recruitment of UAE nationals across all levels to support the company’s Emiratization strategy, collaborating with government entities, industry networks, and community outreach programs to attract and onboard top local talent.
  • Partner with the internal team for the Leaders of Tomorrow graduate program, identifying and attracting high-potential graduates, and implementing strategies to ensure a diverse pool of candidates while fostering their professional development within the organization.

Process Improvement & Compliance

  • Continuously assess and refine recruitment processes and practices to enhance efficiency, effectiveness, and overall candidate experience.
  • Utilize data and analytics to measure and track recruitment metrics, identifying areas for improvement to drive informed decision-making.
  • Ensure compliance with employment laws, regulations, and company policies throughout the recruitment lifecycle, maintaining accurate documentation including job descriptions, candidate records, and recruitment reports.
  • Stay updated on industry trends, market conditions, and competitive intelligence related to talent acquisition.
  • Conduct market research and analysis to identify emerging recruitment tools, technologies, and best practices, making recommendations for implementation as appropriate.
  • Support vendor management and coordination as required, including invoice payments and tracking against budgets.
  • Ensure effective utilization and enhancement of the Applicant Tracking System (ATS) to streamline recruitment processes and improve data accuracy.
  • Collaborate with IT and HR teams to identify and implement system enhancements that improve recruitment efficiency and user experience for both candidates and hiring managers.

Onboarding

  • Efficiently manage all logistical and administrative aspects of the onboarding process, including IT setup, office protocols, paperwork collection, and orientation coordination.
  • Ensure a smooth transition for new hires into the organization by providing necessary resources and support during the onboarding phase.

Who we are looking for:

  • Minimum of 6-8 years of experience in Talent Acquisition in a fast-paced, dynamic environment

Education / Professional Certifications:

Minimum:

  • Bachelor’s degree in business administration, HR, or a related discipline.

Preferred:

  • CIPD Certification / Master’s degree from a recognized institution.

  • Excellent understanding of the full Talent Acquisition process
  • Proven ability to hire across multiple functions / sectors
  • Strong interpersonal and relationship building skills
