About The Role
As a Manager Security AVSEC Regulatory Affairs, you will be responsible for developing and managing the Legislative/Regulatory Affairs framework for Aviation and Corporate Security within Emirates Group, ensuring compliance with government and industry regulations, including the Emirates Aircraft Operator Security Programme (AOSP). You will coordinate with government aviation regulatory bodies and develop Supplementary Security Plans for Emirates' destinations to ensure regulatory alignment and support company goals.
Key Responsibilities
- Lead development of the Emirates Aircraft Operator Security Programme in compliance with UAE regulations. Oversee, develop, and implement network-wide security standards aligned with international laws to safeguard passengers, crew, and operations. Regularly review and update security directives and SOPs, ensuring effective communication with senior leadership and relevant departments.
- Analyze, evaluate, and provide recommendations regarding any contravention of security standards. Advise on actions to restore security standards following violations. Provide guidance on implementing measures during increased risk periods or for special flights and routes.
- Develop and maintain relationships with aviation authorities, airport officials, and law enforcement to support secure operations. Engage with regulators such as UAE GCAA, US TSA, UK DfT / CAA, EU regulators, CAT, and Australian authorities. Stay updated on policies, ensure compliance, and advise management on regulatory standards while collaborating across Emirates Group departments.
- Keep abreast of national, international, and foreign AVSEC legislation and amendments affecting Emirates operations. Develop and implement an Aviation Security Programme to promote awareness and acceptance for UAE operations, referencing GCAA and other governmental requirements.
- Lead the development of a Security Management System, documenting practices and controls to facilitate effective security operations management across Emirates Group.
- Manage policies and practices to enhance service quality, operational efficiency, and compliance with security regulations. Develop policies for security at high-threat or vulnerable stations and for managing special movements.
- Oversee investigations of security breaches, incidents, or acts of unlawful interference directed at Emirates aircraft, staff, facilities, or property. Ensure thorough fact-finding, assess mitigating factors, and recommend preventive measures. Liaise with authorities regarding non-compliances or violations.
- Develop policies, programs, and documentation for audits, inspections, and assessments by external authorities, ensuring compliance with standards like IOSA, ISAGO, ICAO, IATA, GCAA, etc. Oversee validations and impact assessments related to regulatory changes.
- Collaborate with Hub Operations and Threat & Risk Unit to develop and manage security procedures at Dubai Hub and outstations, ensuring compliance with regulatory mandates and security frameworks.
- Act as the primary liaison with authorities to operationalize mandated security procedures, categorizing airports and operations based on risk levels from AVSEC and Safety perspectives.
Qualifications
- Bachelor’s Degree or Honours (12+3 or equivalent)
- 10+ years experience in Airline, Airport, or Cargo Security
- ICAO PMC certification (or equivalent) and/or ICAO National Auditor Certification
- Proficiency in interpreting legislation, regulations, and developing security policies and procedures
- Knowledge of ICAO, IATA, IOSA, ISAGO, USAP, TSA, and other relevant standards and protocols
- Understanding of international terrorism, risk analysis, and threat mitigation
- Strong knowledge of security technology and project management
- Excellent problem-solving, interpersonal, influencing, and negotiation skills
- Competence in quality control, risk assessment, change management, and communication
