Job description

Job Purpose:

To manage procurement activities and services from initiation to post-award administration to ensure EDB requirements are met in a safe, compliant, timely, and efficient manner; to support management in the development of procurement strategies to ensure security of supply; to ensure consistency in application of procurement processes, and Stakeholders satisfaction.

Key Roles & Responsibilities:

  1. Develop and/or assist in developing procurement policies, procedures and guidance documents.
  2. Work with the Director of Procurement to define EDB’s Departments strategy, setting performance objectives and monitoring progress.
  3. Provide end to end procurement support on a range of complex procurement activities, playing a key role in the development and delivery of procurement sourcing strategies within the designated categories of expenditure.
  4. Review field office procurement records to ensure compliance, maintain appropriate purchase documentation and obtain the necessary approvals.
  5. Provide leadership and accountability to procurement Sr./Officers, ensuring process compliance and delivering optimal sourcing benefits from categories management.
  6. Interface with Procurement Sr./Officers and request necessary actions to resolve issues.
  7. Coordinate with the Legal Department regarding all contracts/agreements entered to ensure EDB complies with legal requirements and to help safeguard EDB’s interests.
  8. Monitor and report all strategic savings on a quarterly basis to the Director of Procurement.
  9. Provide technical and management support with the development of tender related documents referring to EDB’s procurement policies and procedures.
  10. Ensure a robust and commercially driven business case is prepared to support recommendations for award, proving assurance to management that the best agreement has been obtained.
  11. Carry out some contract administration functions and supervise the close out and feedback on performance.
  12. Provide the necessary “checks and balances” oversight to ensure that procurement activities meet expectations.
