Job summary

Khazna Data Centers in Dubai seeks a Manager – Pre-construction Management to coordinate preconstruction activities across assigned projects, including procurement, tendering, contractor evaluation, cost planning, risk management, and project readiness.

The role will work closely with Engineering, Project Management, Commercial, Procurement, Finance, Legal, consultants, and contractors to ensure projects are fully developed, de-risked, and ready for execution.

Qualifications

• Bachelor’s degree in Engineering or Construction Management; Master’s preferred.
• 10+ years of experience in preconstruction, planning, and construction.
• Strong knowledge of construction methodologies and sequencing.

Responsibilities

• Manage day-to-day preconstruction activities for assigned projects.
• Develop and maintain preconstruction schedules and milestone plans.
• Coordinate design, engineering, procurement, commercial, and delivery teams.
• Monitor project readiness and identify potential gaps.
• Support procurement strategy and planning.
• Prepare PQQs, RFPs, ITTs, tender packages, and bid documents.
• Manage bidder queries, clarifications, site visits, and communications.
• Coordinate technical and commercial tender evaluations.
• Maintain procurement trackers and governance compliance.
• Manage prequalification of contractors, consultants, and vendors.
• Review contractor methodologies, programmes, staffing, and resources.
• Compare proposals and prepare evaluation reports and recommendations.
• Maintain risk registers and identify technical, commercial, procurement, and schedule risks.
• Develop mitigation actions, track risk closure, and elevate critical issues.
