Manager - Ground Operations Training & Compliance
To design, manage, and monitor the effective delivery of “Ground Operations” mandatory and regulatory training requirements of Air Arabia, SAS, GHAs, and Customer Airlines in line with business needs, and in compliance with local/international legislations and (GCAA/CAA/IOSA/IATA) regulatory requirements. Ensures Safety Procedures/Equipment, CRM and soft skills trainings are all designed and delivered in accordance with GCAA/CAA set measures and regulations and as per Air Arabia Quality Assurance standards.
- Designs, develops, implements, and monitors related training strategies, policies, procedures and business plans for the entire network in accordance with Company’s corporate objectives and regulatory requirements pertaining to ground operations.
- Authorizes, revises and publishes the "Ground Operations Manual"as per GCAA CAROPS, IOSA andinternational recommendedpractices. Provides guidance to other Hubs on their corresponding “Ground Operations Manuals”.
- Partners with Stakeholders to identify and evaluate the training needs; designs and manages the execution of the corresponding mandatory and regulatory training syllabi, Initial and Recurrent, with focus on service quality, systems, equipment, human factors and business needs. Ensures conformity and consistency in training delivered across all hubs as applicable.
- Manages the selection, performance and development of the training providers ensuring their competency and adherence to agreed procedures during training sessions; leads the on-going development and evaluation of the training team and the training activities (concept, design, delivery).
- Ensures adherence by trainees to policies, procedures, Company uniform, PSE and grooming standards during the training sessions; addresses any misconduct or non-compliance to the respective line managers for corrective measures as and when required.
- Liaises with Stakeholders in conducting training programs assessments; gets feedback on the trained staff’s performance to evaluate the implemented and future training programs, and to ensure best customer service, and utmost safety and security are adopted across the network.
Key Result Responsibilities
- Assesses and improves the training material and methodologies including the LMS and Customer Service Courses; ensures L&D interventions are market leading, training systems, software packages, documents and records are updated and kept in line with company’s requirements, and in compliance with standards for audit purposes.
- Oversees the training equipment, systems, and facilities and recommends maintenance and changes to existing set up as required; ensures activities meet and integrate with organizational and legislative requirements for quality management, health, safety, legal stipulations, environmental policies, etc.
- Supports the Head of Ground Operations and Regional Managers in the start-up and audit formalities of hubs/stations, this includes but not limited to standardization in training policies, procedures, manuals, publications, documents, and specifications. Also, in obtaining necessary technical licenses and permits in line with EASA/IOSA SARPs.
- Monitors the internal/external audit requirements and checks through proactive measures ensuring compliance with the approved regulatory, safety, security, quality and statuary requirements and measures respectively. Participates in incident/accident investigations when needed.
- Supports the Head of Ground Operations in determining departmental SPI/SPM. Monitors the SPI regularly with safety department; demonstrates responsibility and contribution to implementing and developing the SMS in the respective area; represents Ground Operations in SAG meeting.
- Acts as the focal point of contact for the Dangerous Goods to the GCAA.
- Coordinates with HR, Finance, IT and Procurement departments on all function related activities such as manpower, performance, attendance, leave, contracting, facilities, logistics, payments, technical requirements, etc.

Qualifications (Academic, training, languages)
- Bachelor degree in Management /Education/HR or equivalent from a recognized university, alternately a higher diploma in a related field combined with necessary experience.
- Must have Professional Training certificates such as “Train the Trainer”, “NLP”, and “Instructive Training” etc.
- Must be accepted by the GCAA as approved instructor/trainer in Ground Operations Handling: Passenger Handling, Ramp Handling, or Cargo Handling operations.
- IATA Dangerous Goods Regulations training certificate is an added value.
- Basic Airport safety and security procedures and regulations trainings are a must.
- Project Management certificate or alternately the proven corresponding working experience is a must.
- Cost Control, Compliance, Budgeting and Quality Assurance certificates and trainings are an added value and some may be treated as conditional for this role.
- Proficient in Ground Handling systems and Microsoft Office suite (Advanced Excel), Internet, Web Search.
- Excellent in written and verbal communication skills, reports writing, presentations, etc.
Fluent in English Language, Arabic Language is an advantage.
Work Experience
- 8 + years of experience in the Airlines/Aviation industry out of which 5 at least in the “Ground Operations” training. Must have completed a minimum of 3 years in a senior role as Training Manager/Supervisor one of the following areas: Passenger Handling, Ramp Handling, or Cargo Handling.
- In-Depth knowledge in GCAA/CAA/IATA and other regulatory bodies’ rules and regulations related to Ground Operations including policies and procedures, services, products, departure control systems, as well as legislative requirements pertaining to licensing and permits, .
- Comprehensive experience in Air Cargo operations and equipment training environment, local/international Safety and Security procedures, and Dangerous Goods Handling, etc..
- Experienced in the design, delivery and assessment of training programs and courses to cater business needs.
- Hands on forecasting, budgeting, and monitoring performance KPIs of business initiatives in aviation.
- Cost-oriented, possesses effective persuasive, negotiation, problem solving and decision making skills.
- Current with market trends and how to link them to effective customer care solutions.
- Working exposure to internal/external audit practices.
