Job purpose:
- To manage RERA Account Trustee Engineer role and activities to ensure efficient functioning of the RERA unit as per laid down Bank procedures and service standards and in compliance with regulatory, AML and Bank requirements. Main activities are Client Assessment, Payments Review, Site Visits & Reporting, Industry & Market Knowledge, Technical Expertise, Commercial Requirements & Risk Management and Due Diligence
- Support Senior Manager Central Operations to manage the RERA Operations and support Corporate Loans Team and other units as and when required
Duties and responsibilities:
Client Assessment:
- Conduct comprehensive assessments of clients' technical resources, facilities, organizational setup, human capital, and management capabilities.
- Review pre-qualification criteria, including technical experience and the ability to manage bank-financed projects involving facilities and guarantees.
- Evaluate the status of ongoing projects and examine contractor and client performance over the past three years.
- Perform project site visits and assess the company’s reputation, classification, and overall standing within the industry.
Payments Review:
- Verify the Project Payment Certificate (PPC) after approval, ensuring alignment with disbursement protocols.
- Conduct site visits to evaluate the percentage of work completed and report findings.
- Upload progress reports into the RERA system for transparency and compliance.
Site Visits & Reporting:
- Conduct quarterly site visits to monitor and report on project progress and work performance, adhering to RERA's guidelines.
- Ensure timely submission of all reports and actively participate in RERA meetings to provide updates and insights
Industry & Market Knowledge:
- Build and maintain relationships with key stakeholders in the construction and real estate sectors.
- Stay informed about market trends and developments to provide up-to-date insights and overviews
Technical Expertise:
- Prepare detailed technical studies, offering expert advice and opinions to support financing processes.
- Conduct in-depth analysis of feasibility studies submitted by clients for real estate finance requests, validating assumptions on investment costs, operating cycles, financial projections, and market conditions.
Commercial Requirements & Risk Management:
- Evaluate the adequacy of commercial and contractual requirements for project financing, including bonds, guarantees, terms and conditions, and financial forecasting.
- Oversee contract and claim management, risk assessment, and ensure proper project insurance coverage (e.g., Construction All Risk Policy, Professional Indemnity Policy).
Due Diligence:
- Conduct physical assessments of properties pledged as collateral, ensuring they meet the necessary standards for securing financial facilities
Other responsibilities
- To ensure that the Bank’s standards in relation to quality and customer service are always adhered to and that exceptions are escalated immediately and that the learning and improved and causes rectified within timescales agreed by senior management.
- Resolves process problems and trouble shoots and performs verification/investigation of information outside normal procedures
- Perform user acceptance testing pertaining to operations.
- Immediate escalation to the Head of Operations of any breach, risk or loss event suspected
Qualifications:
- A minimum bachelor’s degree in an Engineering business related field.
- Knowledge of Real Estate Finance, Construction Law, or Contract Management is desirable.
- Additional certification in Project Management (e.g., PMP) or Risk Management is beneficial
Experience:
- 5 to 7 years of experience in the construction, engineering, or real estate sectors, with a focus on project evaluation, technical assessments, or site inspections.
- Experience working on bank-financed projects and knowledge of financial and technical due diligence processes.
- Proven track record of working with contractors, developers, and real estate stakeholders.
- Experience preparing technical studies and feasibility analyses for large-scale projects
- Familiarity with RERA guidelines and other real estate regulatory requirements

- Knowledge of construction site protocols, quality control, and work performance evaluation.
- Negotiation Skills: Ability to manage contract negotiations, including guarantees, bonds, and insurance policies.
- Knowledge of Local and International Standards: Familiarity with both local construction standards and international best practices.
