About the Job:

Supervise and control the tendering, implementation, and administration of relevant Contracts, while working with Users so as to ensure that services are acquired with favourable terms and conditions, at optimal cost, as per Users' requirements and complying with relevant legal requirements, policies, and standards.

Supervise the activities related to the preparation of routine and complex tender documents for evaluation up to execution of contract documents, together with post contract administration including Amendments, Variation orders, Claims and disputes for all tenders and contracts.

Proposes any enhancements/changes to the Procurement Policies and Procedures of ADNOC, particularly for Contracts, as and when directed by Management. Share with team the outcome of periodic analysis related to their daily progress, KPIs, bottlenecks, etc.

Assists the Department Manager in carrying out various activities as and when assigned. Deputizes for the Department or Division Manager (whenever required) during latter's leave/absence through delegation from the appropriate Management level.

KEY ACCOUNTABILITIES:
Contracts Planning
  • Lead the development of accurate and clear 'Statement of Requirements' to determine technical adequacy of project scope and specifications; Review end users' requirements, develop and recommend optimum contracting strategy based on project, and ensure the timely and accurate Implementation of the Annual Procurement Plan.
  • Assess the effectiveness of existing Contractual Practices against departmental and corporate objectives. Recommend appropriate changes in order to mitigate contractual risks and to safeguard the Company's interests.
  • Develop Contracts operating strategy to ensure that Procurement KPI's are in line with ADNOC L & S overall objectives.
  • Coordinate with relevant stakeholders in order to satisfy stakeholders' requirements on a timely basis.
Contracting Process:
  • Oversee the team's full procurement process and ensure continuous engagement and follow-up to address any challenges or concerns raised by Users.
  • Supervise the development of bidders list, tender & award strategy, evaluation procedures, approvals, providing advice to the team for applying Due Diligence checks on technical evaluation report, provide advice to the team to carry out proper commercial analysis and to finalize contractual qualifications in coordination respective stockholders and approve the final contract documents.
  • Supervise the preparation of complete tender documentation and the tendering process.
  • Provide guidance on the most suitable negotiation strategy, amendments, and variations with an optimum mix of price and quality.
Contracts Administration
  • Provide expert support to the end users, in the \"Interpretation\" of contracts during the course of administration or at contracts \"close-out\".
  • Support any required post contract activities requiring any Contract Amendment with respect to variations/extensions/claims/other requests in coordination with User, Finance and Legal and seeking Tender Board / Shareholders approval for the amendment of the contract as required.
  • Review 'Variation Orders' and ascertain with the end user, the reasons for such variations and their compatibility with the contracted rates; Lead negotiations with the contractor and seeking Tender Board / Shareholders approval for the same. Review, analyse, settle claims and disputes from contractor's taking into account the Legal and contractual framework. Organize meetings with facts and figures for dispute resolution while ensuring company's interests are safeguarded.
  • Advise end users how to minimize variation and amendments to contract subsequent to award in order to avoid volume of post contract issues.
  • Provide hands-on support to the team in cases requiring the application of termination.
Management
  • Plan and supervise the activities of the personnel and resources of the Department to achieve the Department objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Department in line with Department objectives.
  • Develop the knowledge, competencies and innovative spirit in the Section and support the establishment of Personal Development Plans (PDP's), Succession Planning and Talent pipeline within the Section in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Budgets and Operational Plans
  • Compile and provide input for preparation of the Department budgets and regularly monitor expenditure against approved the Section budget levels.
  • Investigate, highlight, and reconcile any significant variances to ensure effective performance and cost control.
Policies, Systems, Processes & Procedures
  • Lead the implementation of approved Department policies, processes, systems, standards, procedures, and internal controls in order to support execution of the Department work programs in line with ADNOC, Company and International standards.
Performance Management
  • Implement the Company Performance Management System for individuals within the Section in accordance with Company approved guidelines and continuously monitor the achievement of the Section KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.
Minimum Requirtments:
  • Degree in Engineering or any relevant discipline preferably in Management.
  • 10 or above years of related experience in Contracts Management and Administration, preferably in Oil & Gas industry, including 5 years a Senior Supervisory position.
Professional Certifications
  • Professional qualification like CIPS, RICS, PMI, is an advantage.
