Legal Counsel – Legislation, Regulation and Policy

The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority of the banking and insurance sector in the United Arab Emirates. CBUAE is responsible for enhancing monetary management, financial stability and protecting consumers through effective supervision of licensed financial institutions, prudent management of reserves, robust financial infrastructure and the adoption of digital technologies.

CBUAE is currently looking to hire an experienced professional for its Legal Affairs Department to support CBUAE in the development of regulations and legislation from the legal perspective, providing expert opinion on the applicability and relevance of drafted regulation, and recommending improvements as appropriate that consider developments both regionally and internationally.

Key Responsibilities

  • Provide legal guidance and advice on legislation, regulations, and policies across a wide range of Central Banking core services including : prudential / supervision, licensing, resolution, enforcement, FinTech, payment systems, monetary policy, financial intelligence (AML / CFT), market conduct, and financial stability.
  • Stay up-to-date on latest legal developments related to relevant financial services regulation / legislation impacting the Central Bank.
  • Directly lead the legal support for sensitive legislation, regulation, or policy review (e.g., review of sensitive national legislation).
  • Manage stakeholders within scope of work including BUs and external lawyers.
  • Draft and review draft laws / Regulations / Policies / Standards / Procedures or regulatory text for rules and regulations that address the specific requirements of CBUAE.
  • Perform any other duties within the scope of work as required by the line manager.
  • Define goals and key performance indicators for all direct reports and ensure effective implementation of the Central Bank performance management process.
  • Manage the direct reports by evaluating their performance on a yearly basis, providing feedback on an on-going basis, identifying development needs and coaching them to ensure capability development.

Qualifications and Experience

  • Bachelor’s Degree in Law.
  • Minimum of 10 years of legal experience as in-house legal counsel and / or at a large law firm.
  • Experience in understanding of the UAE legislation (financial sector regulations preferred).
  • Proficiency in English and Arabic.
