Job summary

Universal Talent Hub is seeking a seasoned Subcontract Manager to lead subcontracting activities for major Oil & Gas EPC/EPCM projects in the UAE. You will develop strategies, manage RFQs, evaluate contractors, negotiate terms, and ensure compliance with HSE and quality standards.

The role demands deep experience in large-scale projects, strong contractual knowledge (FIDIC/NEC), and proven ability to coordinate across multiple departments to deliver on schedule and within budget.

Qualifications

• Bachelor's degree in Engineering (Mechanical, Civil, Electrical) or related technical field.
• 8–10 years of progressive experience in subcontract management within Oil & Gas.
• Proven track record of managing large-scale EPC or EPCM projects.
• In-depth knowledge of FIDIC, NEC, or other relevant international contract forms.

Responsibilities

• Develop and implement subcontracting strategies in line with project requirements and Subcontract plans.
• Prepare and manage subcontract enquiries, scopes of work, commercial conditions.
• Identify and evaluate potential subcontractors based on technical, commercial, financial, and execution capabilities.
• Lead commercial evaluation, negotiations, and recommendation for subcontract awards.
• Prepare subcontract agreements, amendments, and associated commercial documentation.
• Administer awarded subcontracts in accordance with contractual terms and project procedures.
• Monitor subcontractor performance, progress, costs, commitments, and payment status.
• Review and certify subcontractor interim payment applications and supporting documentation.
• Manage variations, change orders, extensions of time, claims, and other commercial matters.
• Maintain accurate records of subcontract commitments, forecasts, variations, claims, and final accounts.
• Coordinate with cross functional department for Subcontracting requirements.
• Ensure subcontractors comply with project HSE, quality, technical, and schedule requirements.
• Subcontracting close-out, including final accounts, release of retention, warranties, and contractual obligations.
• Lead the technical evaluation and selection of subcontractors, ensuring alignment with project specifications and company standards.
• Oversee the development and negotiation of subcontract agreements, focusing on scope, deliverables, schedule, and commercial terms.
• Manage subcontractor performance throughout project lifecycle, mitigating risks and issues.
