Job Summary: The Lead Quality Control and Quality Assurance Engineer is responsible for the effective implementation of the Quality Management System (QMS) within marine site construction projects. This managerial role involves ensuring that all quality assurance and quality control processes are organized, efficient, and compliant with industry standards. The Lead QA/QC Engineer works closely with project QA/QC teams to monitor and evaluate project performance, identify areas for improvement, and ensure adherence to established quality protocols. By fostering collaboration among teams and promoting a culture of quality, the Lead QA/QC Engineer plays a critical role in delivering high-quality marine construction projects that meet or exceed client expectations.

Duties & Responsibilities:

  1. Quality Management System Implementation:
    Ensure the effective implementation of the Quality Management System (QMS) across all projects, adhering to company policies and industry standards.
    Revise PQP as per the evolving quality management requirements and implement changes.
  2. Team Coordination:
    Coordinate with the QA/QC team and all quality personnel assigned to the project, fostering collaboration and communication to achieve quality department objectives.
    Conduct quality induction for new employees and major internal stakeholders.
  3. Performance Monitoring:
    Demonstrate the achievement of quality objectives and targets, regularly assessing project performance against established standards.
  4. Reporting:
    Prepare Monthly Quality Report with key quality management details for the information of QHSE management.
    Report the results of Project Quality Audits to the Corporate QHSE Manager, providing insights and recommendations for improvement.
    Prepare technical report on quality issues and report to Department and Project Management.
  5. Quality Control at All Phases:
    Ensure quality control is applied throughout all project phases, including Engineering, Procurement, Construction, and Commissioning, ensuring compliance with the Project Design Criteria as per PQP and CMP.
    Review MSRA and prepare ITP and ensure its approval prior to start of works.
    Manage quality staff, coordinate with operations team and Client inspectors to ensure work inspections as per ITP. Track, document and report inspections and tests to ensure complete coverage.
    Ensure root cause analysis, implementation of corrective actions by action holders and closeout of NCR's.
    Analyse Client comments on IR's, Site Observation and NCR's and take corrective actions to improve work quality and reduce cost of quality.
    Take preventive measures to reduce quality risks.
    Obtain Operation Manuals and warranties for handover.
    Determine Client handover requirements, initiate document compilation, final inspection and closeout.
    Liaise with Operations team, Quality team and Client for close out of NCR's & Snags, final approvals of all quality documents & IR's.
  6. Material Requisition and Receiving:
    Obtain material submittals, ensure its compliance with the specification and approval from the Client.
    Oversee the quality control process during material requisition, receiving, and application phases to ensure that all materials meet specified quality standards before and during use on-site.
    Liaise with quality team, Vendor, Client and third-party labs to ensure material inspection and testing to ensure compliance with specification and standards.
    Ensure correctness of third-party test reports before submission. Manage and track tests and its reports to ensure complete coverage.
  7. Training Development:
    Produce and implement the Project Quality Training Plan, ensuring that all team members receive adequate training, and maintain records of participation.
    Ensure workshops and quality Toolbox Talks for site activity.
  8. KPI Development and Reporting:
    Develop Key Performance Indicators (KPIs) related to quality, ensuring consistency in reporting to the QHSE Manager.
  9. Process Improvement:
    Identify opportunities for increased efficiency in project processes and materials and propose actionable improvements.
  10. Vendor Selection and Evaluation:
    Obtain prequalification documents and follow-up approval from the Client.
    Oversee the qualification, assessment and evaluation of Vendors to ensure they meet the company's quality standards.
    Audit Vendors as part qualification process, as part of project audit schedule or in case of NCR's if required.
