Job summary

Descon’s Industrial Services Division UAE, Abu Dhabi, seeks a Lead Proposals – Electrical & Instrumentation to drive bid planning and submissions for shutdowns, turnarounds, brownfield and retrofit projects in the Oil & Gas sector.

The role requires an experienced E&I professional with strong expertise in estimation, contractual obligations and technical proposal development, and the ability to coordinate across engineering, planning, procurement and commercial teams.

Qualifications

• Bachelor’s degree in Electrical, Electronics, Instrumentation, Control Engineering or related discipline.
• Minimum 8 years of experience in proposals, bids and cost estimation for shutdowns, turnarounds, brownfield or retrofit projects.
• Strong understanding of E&I systems and bid development practices.
• Ability to interpret tender documents, drawings, BOQs and contractual requirements.
• Excellent leadership, coordination and communication skills.

Responsibilities

• Review invitations to bid, tender documents and contractual requirements to identify scope, obligations, risks and commercial considerations.
• Prepare and evaluate technical and commercial proposals ensuring accuracy, competitiveness and client compliance.
• Review technical documents including project schedules, org charts, resource deployment plans, execution methodologies and method statements.
• Review commercial documents, bid packages, pricing schedules, cost estimates and client submission requirements.
• Develop E&I cost estimates covering manpower, materials, equipment, tools, subcontracting and other expenses.
• Coordinate with Engineering, Operations, Planning, Procurement, Commercial and other stakeholders to obtain inputs for proposals.
• Identify risks and mitigation measures during bidding; support pre-mobilization planning for awarded projects.

The role requires an experienced E&I professional with strong expertise in bid preparation, estimation, contractual obligations and technical proposal development for shutdown, turnaround and retrofit projects.

Key Responsibilities

• Review Invitations to Bid, tender documents and contractual requirements to identify the scope, obligations, risks and commercial considerations associated with each bid.
• Prepare and evaluate comprehensive technical and commercial proposals, ensuring accuracy, competitiveness and compliance with client requirements.
• Review technical documents, including project schedules, organization charts, resource deployment plans, execution methodologies and method statements.
• Review commercial documents, bid packages, pricing schedules, cost estimates and client-specific submission requirements.
• Develop E&I cost estimates covering manpower, materials, equipment, tools, subcontracting and other project-related expenses.
• Coordinate with Engineering, Operations, Planning, Procurement, Commercial and other relevant stakeholders to obtain accurate inputs for proposal preparation.
• Identify technical and commercial risks and recommend appropriate mitigation measures during the bidding stage.
• Support pre-mobilization planning to ensure the smooth commencement of awarded projects.
• Ensure proper project costing, budget alignment and effective cost-control considerations during proposal preparation.
• Maintain effective communication with clients and stakeholders to clarify requirements and support business development opportunities.

Requirements

Education: Bachelor’s degree in Electrical, Electronics, Instrumentation, Control Engineering or a related discipline.

Experience: Minimum 8 years of relevant experience in proposals, bids and cost estimation for shutdown, turnaround, brownfield or retrofit projects within the Oil & Gas, Petrochemical or Fertilizer industries.

Required Skills

• Strong technical understanding of electrical, instrumentation and control systems.
• Proven experience in preparing E&I proposals, cost estimates, execution methodologies and commercial submissions.
• Sound knowledge of shutdown, turnaround, brownfield and retrofit project requirements.
