Job summary

Worley in Abu Dhabi seeks a Lead Planning & Cost Control Engineer with 15+ years in Oil & Gas. You will perform project control, planning, scheduling and cost control for complex projects, coordinating with the PCM and multiple contractors.

ADNOC offshore background is required, and GCC familiarity is essential. You will drive baseline schedules, risk analysis, earned value management and progress reporting, ensuring governance across procurement and contracting activities.

Qualifications

  • Bachelor's degree in an engineering discipline with 15+ years Oil & Gas or Petrochemical project control experience.
  • Minimum 5 years in GCC region and on major O&G or petrochemical projects with team leadership.
  • Experience with ADNOC and offshore projects is required.

Responsibilities

  • Lead baseline scheduling, monitoring, reporting and change control.
  • Guide earned value management, cost/schedule variance and estimates at completion.
  • Develop integrated project schedules with multiple contractors and interfaces.
  • Ensure governance and compliance with contract, procurement and planning requirements.
  • Prepare weekly/monthly progress reports and explain variances.
  • Collaborate with Senior PM and discipline managers to optimize project controls.

Job Purpose
  • A Lead Planning & Cost Control Engineer engineer Perform the project control function including project planning, cost control for the Project as per Project Execution Plan working closely with Project Control Manager.
  • Analyse and perform project planning, scheduling and monitoring for the Project to ensure completion of Project to the required safety, quality, schedule and cost.

  • Ensure baseline schedule follow-up and monitoring, performance reporting, baseline change control assessment, risk management, earned value management guidance and tools.
  • Advice and consult on the application of effective planning techniques and controls (earned value, cost and schedule variance, estimates at completion, critical path analysis)
  • Support program integration, governance, formats, plan optimization, and project controls best practices.
  • Support and advise on the definition of Project Controls and Earned Value Management policies, procedures and the standards required to deliver projects.
  • Involve actively in the development of integrated project schedule for project that reflect all interface milestones, availability and need dates of feedstock, offsite and utilities and activity durations from multiple contractors’ schedules and assess changes to the integrated schedule.
  • Monitor and control program compliance in respect of the project contractual obligations.
  • Ensure contract, procurement, planning and scheduling activities within the project is performed as per Company requirements.
  • Support the PCM on all contractual and commercial issues to maintain company’s interests.
  • Coordinate and attend internal/external project reviews and other meetings, as necessary.
  • Keep up to date with and adhere to Company and project related procedures.
  • Ensure deliverables are delivered and that these are flagged to the PCM.
  • Generate weekly / monthly reports in line with the project and company reporting calendar, provide details on progress, actuals, forecast and explanation of variances.
  • Ensure that project controls processes are consistently applied across the project.
  • Manage governance to ensure robust cost and schedule performance for the agreed Scope of Work across integrated programs managed across multiple parties.
  • Support and advise on the definition of Project Controls and Management policies, procedures and the standards required to deliver projects
  • Work closely with the Senior Project Manager and other discipline Mangers to maximize the potential of the project.
  • Manage and guide the review of Project Baseline Schedule to ensure compliance with the Contract Schedule requirements and the overall Project schedule.
  • Instruct various reviews/analyses of the Project Schedule and the generation of special reports highlighting areas of slippage, concerns and forecasts.
  • Manage and guide the process of Progress Certification and Invoice Payment under the Contract.
  • Ensure appropriate certificates are generated and maintained for the Project denoting approval of various Milestones and Completion Activities.
Internal Control
  • Develop and improve the project control procedures, systems and tools. Continuously work with the Project Management Teams to seek improvement opportunities and incorporate them in the standard ways of Project Controls.
  • Be an active advocate of the project controls principles for better management of project operations and aspects in enriching the desired culture through his / her internal and external communications.
Qualifications, Experience, Knowledge & Skills
  • A bachelor’s degree in a relevant engineering discipline or equivalent from an accredited university, with a minimum of fifteen (15+) years of relevant experience in the Oil & Gas or Petrochemical industry, including a minimum of five (5) years (preferred) in the GCC region.
  • Must have at least five (5) years of experience in a similar position on major Oil & Gas or Petrochemical projects, managing a team of Specialists, Senior Engineers, and Engineers.
  • ADNOC & Offshore project experience is Required.
  • Offshore project experience is required.
  • 15+ years of project experience, working in the oil & gas industry with previous knowledge of preparing and implementing project plans, schedules and cost control.
Professional Certifications
  • Preferred but not mandatory to have PMP, CCP.
TECHNICAL COMPETENCIES
  • Project control (Planning, scheduling, monitoring and cost control) skills.
  • Full understanding of schedule, cost and risk analysis tools and techniques.
  • Technical understanding and proficient knowledge related to Oil & Gas business.
  • Planning and implementation skills.
  • Detailed knowledge of principles, policies, procedures, and internal processes pertaining to project control transactions.
