Job summary

Worley is seeking a Sr. Manager Project Controls to lead the project control function for complex oil & gas projects. The role demands extensive experience in planning, scheduling, cost control, and earned value management across mega EPC programs, including offshore work and ADNOC/PMC exposure.

The successful candidate will guide the project controls team, integrate schedules from multiple contractors, and ensure compliance with contractual obligations and company standards.

Qualifications

  • Bachelor’s degree in Engineering from a reputable university is required.
  • Minimum 20+ years of project experience in oil & gas or petrochemicals.
  • Minimum 5+ years in GCC region preferred.
  • At least 5 years in a similar mega Oil & Gas or Petrochemical project role.
  • Experience managing multiple EPC mega projects (>$1B) or a mega project >$5B.
  • Offshore project experience and ADNOC/PMC exposure are required.

Responsibilities

  • Own and lead project controls including planning, scheduling, monitoring and control.
  • Provide leadership to the Project Controls team and ensure effective reporting and governance.
  • Develop integrated project schedules reflecting interfaces and milestones from multiple contractors.
  • Ensure compliance with contractual obligations and company procedures.
  • Prepare weekly/monthly progress reports with variances, forecasts and explanations.

Job Purpose

A Sr. Project Controls Manager to perform the project control function including project planning and cost control for the project as per the Project Execution Plan, working closely with the Project Manager. The Sr. Project Controls Manager shall oversee all project control activities and provide leadership, guidance, and supervision to all Project Controls team members to ensure effective project planning, monitoring, reporting, and control for the project. Analyze and perform project planning, scheduling and monitoring for the project to ensure completion of the project to the required safety, quality, schedule and cost.

Key Accountabilities
  • Project Control: Ensure baseline schedule follow-up and monitoring, performance reporting, baseline change control assessment, risk management, earned value management guidance and tools.
  • Advise and consult on the application of effective planning techniques and controls (earned value, cost and schedule variance, estimates at completion, critical path analysis).
  • Support program integration, governance, formats, plan optimization, and project controls best practices.
  • Support and advise on the definition of Project Controls and Earned Value Management policies, procedures and the standards required to deliver projects.
  • Involve actively in the development of integrated project schedule for the project that reflect all interface milestones, availability and need dates of feedstock, offsite and utilities and activity durations from multiple contractors’ schedules and assess changes to the integrated schedule.
  • Monitor and control program compliance with respect to the project contractual obligations.
  • Ensure contract, procurement, planning and scheduling activities within the project are performed as per Company requirements.
  • Support the PCM on all contractual and commercial issues to maintain the company’s interests.
  • Coordinate and attend internal/external project reviews and other meetings, as necessary.
  • Keep up to date with and adhere to Company and project related procedures.
  • Ensure deliverables are delivered and flagged to the PCM.
  • Generate weekly / monthly reports in line with the project and company reporting calendar, providing details on progress, actuals, forecast and explanation of variances.
  • Ensure that project controls processes are consistently applied across the project.
  • Manage governance to ensure robust cost and schedule performance for the agreed Scope of Work across integrated programs managed across multiple parties.
  • Support and advise on the definition of Project Controls and Management policies, procedures and the standards required to deliver projects.
  • Work closely with the Senior Project Manager and other discipline Managers to maximize the potential of the project.
  • Manage and guide the review of the Project Baseline Schedule to ensure compliance with the Contract Schedule requirements and the overall Project schedule.
  • Instruct various reviews/analyses of the Project Schedule and the generation of special reports highlighting areas of slippage, concerns and forecasts.
  • Manage and guide the process of Progress Certification and Invoice Payment under the Contract.
  • Ensure appropriate certificates are generated and maintained for the Project denoting approval of various Milestones and Completion Activities.
Internal Control
  • Develop and improve the project control procedures, systems and tools. Continuously work with the Project Management Teams to seek improvement opportunities and incorporate them in the standard ways of Project Controls.
  • Be an active advocate of the project controls principles for better management of project operations.
  • And aspects in enriching the desired culture through his / her internal and external communications.
  • Bachelor’s degree in Engineering from a reputable and recognized university.
  • 20+ years of project experience, working in the oil & gas industry with previous knowledge of preparing and implementing project plans, schedules and cost control.
  • A bachelor’s degree in any Engineering or other relevant field from an accredited university with a minimum Twenty (20+) years of contract experience in the Oil & Gas or Petrochemical industry, including minimum five (5) years (preferred) in GCC region.
  • Must have at least five (5) years of experience in a similar position in mega Oil & Gas or Petrochemical projects.
  • Senior Project Control Manager will manage, as per their specialty, at least three (3) EPC mega projects (minimum 1 Billion US$ each) or at least one mega project with value more than 5 Billion US$.
  • Extensive Experience in Offshore Project is required.
  • ADNOC project experience is required.
  • PMC experience is required.
Professional Certifications
  • Preferred but not mandatory to have PMP, CCP.
Technical Competencies
  • Project control (planning, scheduling, monitoring and control) skills.
  • Full understanding of schedule, cost and risk analysis tools and techniques.
  • Technical understanding and proficient knowledge related to Oil & Gas business.
  • Planning and implementation skills.
  • Detailed knowledge of principles, policies, procedures, and internal processes pertaining to project control transactions.
