The Lead – Project Control supports the development, analysis and coordination of Business Cases, regulatory submissions, executive reporting and project control activities for new power and water capacity projects. The role provides hands-on analytical, modelling and project control support to ensure that investment proposals are underpinned by accurate assumptions, robust analysis, clear documentation and timely coordination across relevant stakeholders.
The position is expected to run, update and maintain techno-economic analysis, including PLEXOS-based modelling inputs, outputs, scenarios and sensitivities, under the direction of the VP – Project Control and in coordination with Integrated Planning and other relevant functions. The role also requires advanced Excel capability and strong PowerPoint skills to translate analytical outputs into clear decision-support material.
MAIN ROLES AND RESPONSIBILITIES:
1. Business Case and Investment Analysis Support
- Support the preparation and coordination of Business Cases for new power and water capacity projects, from initial analysis through Department of Energy approval and preparation of Executive Council Approval Submission (ECAS) materials.
- Prepare analytical inputs, modelling outputs, tables, charts and supporting evidence required for Business Cases, regulatory submissions and internal approval documents.
- Support cost-benefit analysis and investment assessment, including scenario analysis, sensitivity testing and comparison of project options.
2. PLEXOS, Modelling and Analytical Support
- Run, update and maintain PLEXOS-based modelling inputs, scenarios, sensitivities and output summaries required to support capacity Business Cases and related analysis.
- Prepare, validate and document modelling assumptions, scenario configurations, input datasets and output extracts under the direction of the VP – Project Control and in coordination with Integrated Planning.
- Carry out scenario and sensitivity analysis to assess the impact of changes in demand, fuel prices, project timing, technology assumptions, capacity mix, cost inputs and other key variables.
- Analyse modelling outputs and prepare clear summaries of implications for system cost, security of supply, emissions, renewable integration, flexibility and system operability.
3. Advanced Analytical Tools, Excel and Automation
- Act as an advanced Excel user for Project Control, including development and maintenance of structured workbooks, assumptions trackers, scenario outputs, data checks, charts and decision-support tables.
- Use PowerPoint effectively to prepare clear, concise and visually coherent slides that translate complex analytical outputs into senior-management and committee-ready material.
- Use data management and analytical tools to clean, organise, reconcile and summarise inputs from multiple sources, ensuring consistency across Business Cases, reports and presentations.
- Apply automation, coding, scripting or workflow tools where available and appropriate to improve modelling efficiency, reduce manual rework, strengthen quality control and standardise recurring reporting outputs.
4. Regulatory and Stakeholder Support
- Support the preparation of regulatory submissions, supporting reports, responses to information requests and approval materials required for new capacity projects.
- Assist in preparing responses to questions or comments from DoE, DoF, TAQA Transmission, ADNOC, consultants and other relevant stakeholders, using approved analysis and agreed project assumptions.
- Maintain trackers of regulatory comments, information requests, responses, outstanding actions and submission deadlines.
5. Procurement and Project Development Support
- Support the review of procurement-related inputs where they need to remain aligned with approved Business Cases, SFCR assumptions, regulatory commitments and system requirements.
- Assist in preparing or reviewing RFP inputs, technical assumptions, project scope descriptions, consultant scopes and supporting data where required.
- Track key assumptions that need to flow from Business Cases into procurement documents, including capacity, technology, project timing, site assumptions, grid requirements and commercial parameters.
6. Project Governance, Reporting and Control Support
- Maintain and update project control trackers, action logs, milestone registers, schedule summaries and reporting inputs for projects under development.
- Support monitoring of progress against key investment, regulatory, procurement and decision milestones, escalating delays, gaps or dependencies for review.
- Prepare regular project status inputs for VP review, including progress updates, risks, dependencies, required decisions and next steps.
7. Documentation, Quality Assurance and Team Contribution
- Maintain structured documentation for Business Cases, modelling files, assumptions, regulatory submissions, stakeholder comments, approvals and supporting evidence.
- Carry out quality checks on calculations, tables, charts, assumptions, references, acronyms and narrative consistency across project documents.
- Support version control and document management for key project deliverables, ensuring that latest versions, comments and decisions are clearly traceable.
JOB REQUIREMENTS:
MINIMUM EDUCATION LEVEL:
- Bachelor’s degree in economics, Engineering, Energy, Finance, Mathematics, Data Analytics, Operations Research or a related discipline.
- Master’s degree or relevant professional qualification in energy systems, power systems, economics, engineering, data analytics or project management would be advantageous.
MINIMUM EXPERIENCE LEVEL:
Minimum 6 years of relevant experience in power and/or water sector analysis, energy modelling, integrated planning, project development, investment analysis, regulatory support, project control or infrastructure Business Case development.
Experience should ideally include:
- PLEXOS or equivalent power system modelling tools, with ability to run analysis independently and explain outputs clearly.
- Advanced Excel skills, including structured workbooks, formulas, data checks, scenario comparison, charts and analytical tables.
- PowerPoint skills to prepare clear, concise and decision-ready slides for senior review.
- Cost-benefit analysis, investment assessment, scenario analysis and sensitivity testing.
- Business Case, regulatory or approval document preparation.
- Project reporting, milestone tracking, action management and assumptions registers.
- Working with cross-functional technical, commercial and financial stakeholders.
- Exposure to automation, coding or scripting tools such as Python, VBA, Power Query, Power BI or similar would be advantageous.
- Exposure to IPP/IWP/IWPP project structures, procurement processes or generation/desalination project development would be advantageous.
