Job summary

Worley in Abu Dhabi seeks a Lead Planning & Cost Control Engineer to drive project controls across schedules, cost, and earned value for major Oil & Gas projects. You will lead a team and work closely with the Project Control Manager to ensure optimization of plans and governance across multiple interfaces.

The role requires 15+ years in oil & gas, with 5+ years in GCC, ADNOC experience preferred. Strong understanding of PV, EVM, and risk analysis is essential.

Qualifications

  • Bachelor’s degree in a relevant engineering discipline from an accredited university.
  • Minimum 15 years of experience in Oil & Gas or Petrochemical industries.
  • Minimum 5 years in GCC region preferred.
  • 5+ years in a similar role on major Oil & Gas or Petrochemical projects with team leadership.
  • ADNOC & Offshore project experience preferred.
  • 15+ years of project experience in oil & gas with knowledge of project plans, schedules and cost control.
  • Project control requires planning, scheduling, monitoring and cost control.
  • Proficiency with schedule, cost and risk analysis tools.
  • Technical understanding of Oil & Gas business.
  • Planning and implementation skills with internal process knowledge for project control.

Responsibilities

  • Lead baseline schedule follow-up, monitoring, and performance reporting.
  • Provide guidance on earned value, cost and schedule variance, and estimations at completion.
  • Support program integration, governance, formats, plan optimization, and project controls best practices.
  • Define Project Controls policies, procedures and standards.
  • Develop integrated project schedules with interface milestones and activity durations.
  • Monitor compliance with contractual obligations and company requirements.
  • Coordinate and attend internal/external project reviews and meetings.
  • Generate weekly/monthly reports on progress, actuals, forecast, and variances.
  • Control progress certification and invoice payment under contract.

Job Purpose

Lead Planning & Cost Control Engineer. Perform the project control function including project planning, cost control for the Project as per Project Execution Plan, working closely with the Project Control Manager.

Key Accountabilities
  • Ensure baseline schedule follow-up and monitoring, performance reporting, baseline change control assessment, risk management, earned value management guidance and tools.
  • Advice and consult on application of effective planning techniques and controls (earned value, cost and schedule variance, estimates at completion, critical path analysis).
  • Support program integration, governance, formats, plan optimization, and project controls best practices.
  • Support and advise on definition of Project Controls and Earned Value Management policies, procedures and standards required to deliver projects.
  • Involve actively in development of integrated project schedule reflecting all interface milestones, availability and need dates of feedstock, offsite and utilities, and activity durations from multiple contractors’ schedules, assessing changes.
  • Monitor and control program compliance regarding contractual obligations.
  • Ensure contract, procurement, planning and scheduling activities within the project are performed as per company requirements.
  • Support PCM on all contractual and commercial issues to maintain company interests.
  • Coordinate and attend internal/external project reviews and other meetings as necessary.
  • Keep up to date with and adhere to company and project-related procedures.
  • Ensure deliverables are delivered and flagged to the PCM.
  • Generate weekly/monthly reports aligned with project and company reporting calendar, providing details on progress, actuals, forecast, and explanations of variances.
  • Ensure project controls processes are consistently applied across the project.
  • Manage governance to ensure robust cost and schedule performance for agreed Scope of Work across integrated programs managed across multiple parties.
  • Work closely with Senior Project Manager and other discipline managers to maximize project potential.
  • Manage and guide review of Project Baseline Schedule for compliance with Contract Schedule requirements and overall Project schedule.
  • Instruct reviews/analyses of Project Schedule and generate special reports highlighting slippage, concerns, and forecasts.
  • Manage and guide Progress Certification and Invoice Payment under the contract.
  • Ensure appropriate certificates are generated and maintained for the Project denoting approval of milestones and completion activities.
  • Develop and improve project control procedures, systems, and tools; continuously work with Project Management Teams to seek improvement opportunities and incorporate them into standard project controls.
  • Be an active advocate of project controls principles for better management of project operations.
Qualifications
  • Bachelor’s degree in a relevant engineering discipline or equivalent from an accredited university, with a minimum of fifteen (15+) years of relevant experience in the Oil & Gas or Petrochemical industry, including a minimum of five (5) years (preferred) in the GCC region.
  • At least five (5) years of experience in similar position on major Oil & Gas or Petrochemical projects, managing a team of Specialists, Senior Engineers, and Engineers.
  • ADNOC & Offshore project experience is preferred.
  • 15+ years of project experience, working in the oil & gas industry with previous knowledge of preparing and implementing project plans, schedules and cost control.
  • Project control skills in planning, scheduling, monitoring and cost control.
  • Full understanding of schedule, cost and risk analysis tools and techniques.
  • Technical understanding and proficient knowledge related to Oil & Gas business.
  • Planning and implementation skills; detailed knowledge of principles, policies, procedures, and internal processes pertaining to project control.
