Job summary

Cyber Sentinel Lab in Dubai seeks an IT Procurement Engineer to manage technical and commercial evaluation of IT, cybersecurity, cloud, infrastructure and software solutions. You will translate business needs into precise specifications, research vendors, and evaluate bids for security, licensing and total cost of ownership.

The role requires strong communication, 3+ years in IT procurement, and the ability to coordinate vendor demos, POCs and procurement documentation.

Qualifications

• Bachelor's degree in information technology, computer science, engineering, business technology or related discipline.
• 3+ years of IT procurement, technology sourcing or related experience.
• Understanding of cybersecurity, cloud services, networking, and software licensing.
• Experience developing technical requirements, evaluating bids and documenting recommendations.
• Strong written and verbal communication, with ability to explain technical topics to stakeholders.

Responsibilities

• Translate security and business requirements into technical specs and RFPs.
• Research vendors, products, partners and service providers for pre-qualification.
• Evaluate proposals for technical fit, cybersecurity controls, licensing and TCO.
• Coordinate demonstrations, PoCs, and vendor clarifications.
• Prepare evaluation matrices, reports and procurement documentation.
• Collaborate with cybersecurity, infrastructure, cloud, finance, legal and business teams.
• Support negotiations by identifying risks and opportunities for value optimization.
• Review contracts, SLAs, licensing terms and renewal needs from a technical view.
• Maintain vendor records, inventories and procurement dashboards.
• Monitor supplier performance and drive governance and audit readiness.

About the role

CSL is seeking an IT Procurement Engineer to manage the technical and commercial evaluation of IT,
cybersecurity, cloud, infrastructure and software solutions. This role connects customers’ business needs
and requirements, vendors and procurement processes to ensure that CSL and its clients receive fit-for-
purpose, secure, scalable and cost-effective technology.

Key responsibilities

• Translate business and security requirements into clear technical specifications, statements of work
  and requests for proposal.
• Research, identify and pre-qualify technology vendors, products, partners and service providers.
• Evaluate proposals against technical fit, cybersecurity controls, architecture, integration, performance, licensing and total cost of ownership.
• Coordinate demonstrations, proof-of-concepts, technical workshops and vendor clarifications.
• Prepare technical evaluation matrices, recommendations, comparison reports and procurement
  documentation.
• Partners with cybersecurity, infrastructure, cloud, application, finance, legal and business stakeholders throughout the procurement lifecycle.
• Support commercial negotiations by identifying technical risks, dependencies, assumptions and
  opportunities for value optimization.
• Review contracts, service-level agreements, licensing terms, support models and renewal requirements from a technical perspective.
• Maintain vendor records, technology inventories, renewal calendars, risk registers and procurement
  dashboards.
• Monitor supplier performance and support continuous improvement, governance and audit readiness.

Required qualifications and experience

• Bachelor’s degree in information technology, computer science, engineering, business technology or a
  related discipline.
• Must have 3+ years of experience in IT procurement, technology sourcing, solutions engineering, pre-
  sales engineering or a related role.
• Practical understanding of cybersecurity, cloud services, networking, endpoints, software licensing,
  managed services and IT infrastructure.
• Experience developing technical requirements, evaluating bids and documenting recommendations.
• Strong proficiency in Microsoft Office & Google sheets; experience with procurement or ERP platforms is an advantage.
• Strong written and verbal communication skills, with the ability to explain technical and commercial
  topics to varied stakeholders.

Preferred qualifications

• Professional certifications in procurement, supply chain, IT service management, cloud or cybersecurity.
• Experience with public-sector, regulated industry or enterprise procurement.
• Knowledge of UAE/GCC technology markets and vendor ecosystems.
• Experience with TCO analysis, contract lifecycle management, vendor risk assessment or e-sourcing
  platforms.
