Position : Interim HR Director

Position Status : Interim

Job Location : Dubai

The Interim HR Director is responsible for leading and managing the human resources function for the Middle East region. The Director, HRBP, works closely with regional senior leadership to understand the needs and objectives of the country programs and to develop and implement HR strategies.

  • Advocate for and represent all areas of the organization's people strategy. Actively participate as a strategic leader and member of the regional senior leadership team, with oversight and accountability for the HRBP and Employee Relations functions.
  • Collaborate with the Regional Director and the Chief People Officer to guide the overall vision and approach of the People Team, delivering actionable plans aligned with program needs and regional context, and gain support from key stakeholders.
  • Develop and manage cross-departmental and cross-functional relationships to ensure HR is well integrated into wider agency objectives.
  • Build capabilities of country HR teams, providing guidance and support to ensure effective responsibilities.
  • Provide guidance to managers and team members on HR topics such as performance management, employee development, surveys, and leadership development, in collaboration with regional leadership and other HR functions like Talent Acquisition, Talent Management, Leadership & Learning, People Operations, and Total Rewards.
  • Support communication campaigns to enhance the HR team brand within the organization through digital, social media, and in-person channels.
  • Apply lessons learned and best practices at the country and regional levels.
  • Partner with the Employee Relations team to ensure strategic decision-making and compliance on performance and conduct issues.
  • Leverage HR functions to develop programs fostering employee engagement and success.
  • Lead organizational change initiatives, including problem framing, relationship building, and action plan execution.
  • Work with HR leadership to develop and implement HR policies and programs across the region, ensuring consistency.
  • Analyze HR data to identify trends, recommend improvements, and advise senior leadership.
  • Promote diversity and inclusion initiatives, developing programs to support a diverse workplace.
  • Possess strong leadership, communication, and interpersonal skills, with a deep understanding of HR best practices and regulations. Adapt effectively to a fast-paced, dynamic environment and changing priorities.

Minimum Qualifications & Transferable Skills

  • 10 years of HR experience in global roles, with a bachelor’s degree in HR or a related field.
  • At least 5 years of international experience.
  • Experience with INGO programming and country operations is highly desirable.
  • Experience leading diverse teams across geographies.
  • Ability to utilize analytics and technology to improve HR efficiency.
  • Experience implementing HR processes and best practices in a global organization.
  • Understanding of HR challenges in the Middle East region.
  • Passion for staffing in international relief and development contexts.
  • Effective cross-cultural communication and problem-solving skills.
  • Experience facilitating senior-level conversations.
