Job summary

Penspen Ltd in Abu Dhabi, UAE is seeking an experienced Specialist Instrument & Control Engineer to provide technical oversight of instrumentation, control and automation activities on a major upstream oil and gas project. The role focuses on reviewing EPC contractor deliverables, ensuring compliance with ADNOC standards, and coordinating with multi-disciplinary teams through FEED to commissioning.

15+ years of relevant experience are expected.

Qualifications

• Bachelor degree in instrumentation or electronics engineering.
• 15+ years of oil & gas instrumentation and control experience.
• Upstream oil & gas project experience.
• PMC/Owner’s Engineer experience desirable.
• ADNOC standards knowledge preferred.
• Strong knowledge of SIS, SIL, LOPA and functional safety.
• Experience reviewing 3D models and instrument installations.
• Excellent coordination across disciplines and stakeholders.

Responsibilities

• Review instrumentation and control deliverables from EPC contractor.
• Review P&IDs, I/O lists, datasheets, logic diagrams and alarm schedules.
• Review instrument specifications, valves, ESD, PLC/DCS and SCADA systems.
• Ensure compliance with ADNOC standards and applicable international codes.
• Review instrument layouts, cable schedules and installation details.
• Provide input on DCS/ESD interfaces and safety systems.
• Coordinate with Process, Electrical, Mechanical, Telecom and other disciplines.
• Participate in HAZID, HAZOP, SIL/LOPA and design reviews.
• Review SIL assessments and functional safety documentation.
• Support through FEED to commissioning and handover.

Specialist Instrument & Control Engineer – PMC

Abu Dhabi, UAE

We are seeking an experienced Specialist Instrument & Control to support a major upstream Oil & Gas project in Abu Dhabi. The role will provide specialist technical oversight of instrumentation, control and automation engineering activities, including review of EPC contractor deliverables and coordination with multidisciplinary project teams.

Key Responsibilities:

• Review and provide technical oversight of instrumentation and control engineering deliverables prepared by the EPC contractor.


• Review P&IDs, instrument index, I/O lists, instrument datasheets, control philosophies, logic diagrams, cause & effect diagrams and alarm/trip schedules.


• Review instrument specifications, control valves, shutdown valves, ESD systems, PLC/DCS/SCADA systems and associated instrumentation.


• Ensure compliance with ADNOC specifications, project requirements, IEC, ISA, API and other applicable international standards.


• Review instrumentation layouts, hook-ups, installation details, cable schedules, junction box layouts and instrument location plans.


• Review and provide technical input on DCS, ESD, F&G, PLC and package control system interfaces.


• Coordinate with Process, Piping, Electrical, Mechanical, Telecom and other disciplines to resolve engineering interfaces.


• Participate in HAZID, HAZOP, SIL/LOPA, constructability and design reviews.


• Review SIL assessments, safety instrumented functions, cause & effect matrices and functional safety documentation.


• Review EPC contractor technical queries, deviations, design changes and engineering submissions.


• Review MTOs, material requisitions, technical bid evaluations, vendor documents and instrumentation package documentation.


• Monitor contractor engineering progress and ensure timely closure of technical comments.


• Provide technical support during FEED, detailed engineering, procurement, construction, pre-commissioning and commissioning as required.

Requirements:

• Bachelor’s Degree in Instrumentation & Control Engineering, Electronics & Instrumentation Engineering or equivalent.


• 15+ years of relevant Oil & Gas instrumentation and control experience.


• Strong experience in upstream Oil & Gas projects, including production, gathering, processing or associated facilities.


• Previous PMC/Owner’s Engineer experience with EPC contractor design review is highly desirable.


• ADNOC project experience and knowledge of ADNOC standards preferred.


• Strong knowledge of instrumentation, process control, ESD, F&G, PLC/DCS and SCADA systems.


• Experience with SIS, SIL, LOPA, HAZOP and functional safety requirements.


• Experience with control valves, shutdown valves, transmitters, analyzers and field instrumentation.


• Knowledge of IEC 61508/61511, ISA standards and relevant Oil & Gas instrumentation practices.


• Experience reviewing 3D models and instrumentation installation/design deliverables.


• Knowledge of Sour Gas/H₂S facilities and associated instrumentation requirements is an advantage.


• Strong multidisciplinary coordination and EPC contractor management skills.


• Excellent technical communication and problem-solving abilities.
