Job summary

Gulf Contracting & Landscaping (GCL) is seeking an Infrastructure NOC Engineer to manage and coordinate all NOC processes for infrastructure projects in Dubai. You will liaise with design consultants, contractors, government authorities, and service providers to ensure timely approvals and compliance with authority requirements.

The role requires 5–8 years of experience in infrastructure projects with strong knowledge of Dubai authority requirements and extensive coordination with authorities,

Qualifications

• Bachelor’s degree in Civil Engineering or related field.
• 5–8 years of experience in infrastructure projects or NOC coordination.
• Proven experience working with UAE infrastructure projects, preferably in Dubai.

Responsibilities

• Manage the complete NOC lifecycle, including preparation, submission, tracking, approval, and closure.
• Coordinate with authorities and utility providers (RTA, DEWA, drainage and irrigation authorities) and other government entities.
• Review infrastructure drawings and technical documents before NOC submission and ensure submissions meet authority standards.
• Ensure approved drawings and permits are available before commencement of site activities.
• Support infrastructure works including roads, utilities, sewerage, irrigation, external works, and landscaping infrastructure.
• Attend technical coordination meetings and maintain effective communication with internal and external parties.
• Monitor approval timelines and highlight potential delays or risks.

The Infrastructure NOC Engineer will be responsible for managing and coordinating all No Objection Certificate (NOC) processes required for infrastructure projects, ensuring timely approvals from relevant authorities and utility providers.

The role involves coordinating with design consultants, contractors, government authorities, and service providers to ensure compliance with Dubai authority requirements and successful delivery of infrastructure works.

Key Responsibilities:

NOC Submission & Authority Coordination

• Manage the complete NOC lifecycle, including preparation, submission, tracking, approval, and closure.
• Coordinate with relevant authorities and utility providers, including:
• Roads and Transport Authority (RTA)
• Dubai Electricity & Water Authority (DEWA)
• Drainage and irrigation authorities
• Other government and service entities.
• Follow up on authority comments and ensure timely resolution.
• Maintain NOC logs, approval trackers, and status reports.

Technical Review & Engineering Coordination

• Review infrastructure drawings, layouts, and technical documents before NOC submission.
• Coordinate with design consultants, civil engineers, and project teams to ensure submissions meet authority standards.
• Review authority comments and coordinate necessary revisions.
• Ensure approved drawings and permits are available before commencement of site activities.

Infrastructure Project Support

• Support infrastructure works including:
• Roads and access works
• Utilities networks
• Sewerage networks
• Irrigation systems
• External works and landscaping infrastructure.
• Coordinate with construction teams to ensure compliance with approved designs and authority requirements.
• Monitor approval timelines and highlight potential delays or risks.

Stakeholder Management

• Act as the main coordination point between project teams, consultants, contractors, and authorities.
• Attend technical coordination meetings with stakeholders.
• Maintain effective communication with internal and external parties.
• Support project teams during authority inspections and approvals.

Qualifications & Experience

• Bachelor’s degree in Civil Engineering or related engineering discipline.
• 5–8 years of experience in infrastructure projects, NOC coordination, or authority approvals.
• Proven experience working on UAE infrastructure projects, preferably in Dubai.
• Strong knowledge of Dubai authority requirements and approval processes.
• Experience dealing with government authorities, consultants, and utility providers.

Technical Skills

• Strong understanding of infrastructure drawings and engineering submissions.
• Knowledge of Dubai NOC procedures and authority requirements.
• Ability to review civil, utility, and infrastructure drawings.
• Proficiency in AutoCAD and MS Office.
• Experience using authority portals and online submission platforms is preferred.
