Capital Ambulance is a trusted provider of prehospital emergency and non-emergency medical services, dedicated to delivering timely, compassionate, and professional care to the communities we serve. Our mission-driven team includes healthcare professionals and clinical support staff who work in a fast-paced, critical care environment. We are currently seeking a proactive and strategic HR Manager to join our leadership team and strengthen our workforce as we continue to grow.

Responsibilities

Key Responsibilities:

  • Talent Acquisition: Lead full-cycle recruitment of healthcare professionals, administrative staff, and clinical roles.
  • Develop staffing models to meet 24/7 operational needs, including per diem and part-time staff.
  • Partner with operations and training teams to coordinate onboarding, credentialing, and orientation.
  • Build talent pipelines through job fairs, school partnerships, and community outreach.
  • Employee Relations and Engagement: Serve as a trusted advisor and first point of contact for employee concerns, conflicts, and disciplinary issues.
  • Promote a culture of transparency, accountability, and mutual respect across all shifts and departments.
  • Conduct stay interviews, engagement surveys, and exit interviews to improve retention.
  • HR Compliance and Risk Management: Ensure compliance with federal, state, and local employment laws.
  • Monitor and ensure adherence to specific regulations (e.g., licensure, certifications, shift limitations).
  • Maintain accurate and confidential employee records, including licensure, background checks, and immunizations.
  • Oversee workplace investigations, write reports, and recommend corrective actions.
  • Training and Development: Identify training gaps and coordinate continuing education programs in collaboration with clinical educators.
  • Support leadership development and supervisor coaching for frontline managers.
  • Maintain and track mandatory training and recertification deadlines.
  • Performance Management: Manage the employee evaluation process and assist with performance improvement plans.
  • Provide HR support during promotions, demotions, and terminations, ensuring fairness and compliance.
  • Coach supervisors on constructive feedback and progressive discipline strategies.
  • Payroll and Benefits: Oversee timekeeping and payroll coordination with Finance/Payroll departments.
  • Administer benefits programs, including health insurance, PTO, workers’ comp, and leave management.
  • Maintain employee management systems and ensure data integrity.
  • Culture and Employee Wellness: Champion a positive workplace culture that prioritizes employee wellness and mental health.
  • Organize recognition programs, wellness events, and initiatives to reduce burnout and support field staff.
  • Act as a liaison between leadership and frontline workers to address morale, communication, and engagement.
Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or related field.
  • HR Certification preferred but not required.
  • 3-5+ years of HR generalist or management experience (healthcare strongly preferred).
  • Strong interpersonal and communication skills across all organizational levels.
  • Ability to remain calm and decisive in fast-paced environment.
  • High attention to detail, confidentiality, and professionalism.
