Job description

Job Title: HSE Safety Officer (Infrastructure Projects)

Department: Health, Safety, and Environment (HSE)

Location: Dubai

Reports To: [HSE Manager/Project Manager]

Job Overview:

AL QARO ROADS CONTRACTING LLC is seeking an experienced HSE Safety Officer to join our team and ensure the implementation of safety protocols across our infrastructure projects. The ideal candidate will be responsible for monitoring and ensuring the safety of all workers and stakeholders on-site, promoting a safe work environment, and ensuring compliance with all health, safety, and environmental regulations. You will work closely with project managers, engineers, and subcontractors to identify hazards, reduce risks, and promote a culture of safety throughout the duration of the project.

Key Responsibilities:

  1. Safety Inspections & Audits: Conduct regular safety inspections and audits on project sites to identify potential hazards, ensuring compliance with safety standards, local regulations, and company policies.
  2. Risk Assessment: Perform risk assessments for various infrastructure activities, develop and implement safety measures to mitigate risks, and ensure all activities are carried out safely.
  3. Safety Training & Awareness: Provide safety training and induction programs to all site personnel, including subcontractors, to ensure they understand safety protocols, emergency procedures, and hazard identification.
  4. Incident Reporting & Investigation: Investigate any accidents, injuries, or safety-related incidents that occur on-site, document findings, and implement corrective actions to prevent future occurrences.
  5. Emergency Procedures: Develop and enforce emergency response plans, including first aid, evacuation procedures, and firefighting protocols. Ensure all employees are familiar with emergency procedures.
  6. Compliance with Regulations: Ensure the project complies with all relevant local, state, and federal health, safety, and environmental regulations, including Occupational Health and Safety (OHS) guidelines.
  7. PPE Compliance: Ensure that personal protective equipment (PPE) is being used correctly and maintained at all times.
  8. Reporting: Maintain records of safety inspections, training, incidents, and reports, and provide regular updates to senior management and relevant stakeholders.
  9. Safety Meetings: Organize and conduct regular safety meetings and toolbox talks to communicate safety issues and reinforce a safety-first approach on-site.
  10. Monitor Subcontractor Safety: Ensure that subcontractors and third-party vendors follow the safety protocols set by the company and regulatory authorities.

Qualifications & Skills:

  1. Education: A degree or diploma in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  2. Experience: Minimum of 2 years of experience in a safety officer role, specifically within the infrastructure or construction industry.
  3. Certification: NEBOSH, IOSH, or OSHA certification in Health and Safety is required. Additional certifications in safety management or environmental health are an advantage.
  4. Knowledge: Strong understanding of health, safety, and environmental regulations and practices in the construction industry.
  5. Communication Skills: Excellent written and verbal communication skills to deliver clear instructions and safety information to workers, management, and regulatory bodies.
  6. Attention to Detail: Ability to identify potential hazards and safety risks and take the necessary actions to mitigate them.
  7. Problem-Solving: Ability to assess complex situations, investigate incidents, and develop practical solutions to improve safety on-site.
  8. Leadership Skills: Strong leadership skills to effectively influence workers, subcontractors, and teams to adopt a safety-first approach.
  9. Organizational Skills: Strong organizational skills to manage safety documentation, reporting, and compliance records.

Preferred Qualifications:

  1. Certifications: Additional certifications or training in emergency response, fire safety, first aid, and hazardous materials handling is an advantage.
  2. Industry Experience: Experience working on large-scale infrastructure projects, such as roads, bridges, utilities, or other civil engineering projects.
  3. Languages: Fluency in English and Hindi/Urdu is an advantage.

Working Conditions:

On-site work at infrastructure project locations with occasional extended hours depending on project timelines. Occasional travel between different project sites may be required.
