Job description

The HSE Officer supports the QHSE Manager to establish and maintain a sustainable Health & Safety and Environmental management system by complying with all the relevant regulations and ensuring that such regulatory expectations are implemented and followed by all Waste Treatment FZCO Shoualah employees and other associated stakeholders. He assists in the administration of the company QHSE policies and procedures, supporting the plants continued operation in compliance with UAE & Dubai HSE Legislations, regulations and applicable guideline procedures, federal and state environmental regulations, DM Code of Constructions Safety Practice, UAE Fire and Life Safety Code of Practice, output requirements and contractual obligations. The HSE Officer monitors health and safety, assess risk, design plan to reduce potential hazards of the plant operation, and works alongside the Nurse/Paramedics about all HSE issues e.g., writing injury or accident reports, etc. Reporting directly to the QHSE Manager.

1.2 Job Responsibilities
  • Undertake labor monitoring in compliance with IFC Performance Standards.
  • Assist the Plant QHSE Manager in monitoring and developing the Health Safety and Environmental programs in the plant.
  • Build relationships with employees, supervisors and managers to bring awareness of current safety issues and topics; seek employee involvement at all levels to report potential hazards.
  • Supervise all activities related to employee and premises security. Induct company employees, contracted employees and check daily observation reports, vehicle movement, employee movement, etc. Conduct regular plant rounds and note HSE deviations. Participate in toolbox talks and train employees and contracted staff. Maintain records of HSE training. Record maintenance & update fire and safety equipment maintenance, inspection, testing, and inventory.
  • Provide HSE support and assistance to the site teams to ensure compliance with all applicable HSE policies & procedures.
  • Support in the preparation of HSE Inspection, Audit, and Emergency drill schedules.
  • Conduct Risk assessments and Method statements.
  • Work closely with the operation and maintenance department.
  • Review Emergency Preparedness and response, Permit to work system, Toolbox Talks, HSE meetings, HSE statistics & records of contractors according to Company requirements.
  • Regularly update the incident portal on Incident notification, incident reports, and other supporting documents as required.
  • Collaborate and provide support for Fire Emergency and Rescue Response Team for Drills and exercises as required by Civil Defense. Periodically inspect and test firefighting equipment like fire hoses, alarms, lifesaving equipment, fire hydrants, monitors, isolation valves, and couplings to ensure they are in working order. Monitor preventive maintenance & inspection of equipment.
  • Coordinate with HR to identify critical departmental and organizational HSE training needs.
  • Help develop a safety-minded culture with a mindset focused on prevention.
  • Conduct investigations of injuries and near-miss incidents and implement programs to reduce risk.
  • Collaborate with the Nurse in establishing health and safety policies and ensure compliance with all Dubai Municipality and Health Authority guidelines.
  • Ensure compliance with Health Safety and Environmental policies and procedures for the protection of employees, visitors, and Health System property from accidental loss, injury, or damage.
  • Assist in preparing all necessary health equipment & materials needed by the staff & request in advance for any articles to be purchased & maintain orderliness & inventory of materials.
  • Handle certification for chemical usage and provide proper training to the staff based on chemical MSDS. Maintain a full set of documents related to the chemical MSDS and other information.
  • Monitor vehicles inward and outward, ensuring correct data entry in the system. Check vehicle and driver documents. Control traffic by directing drivers towards the correct unloading or dispatch point. Update security logbooks related to material, vehicle, visitor, sample, incident, etc.
  • Monitor security department functions and ensure proper security of company premises is maintained at all times. Conduct security assessments and provide suggestions.
  • Perform other responsibilities associated with this position as may be appropriate.

1.3 Educational/Professional Qualifications/Training Certifications
  • Bachelor's Degree in Health and Safety and Environmental Engineering or in a related discipline of Technical Degree/Diploma Engineering background from an accredited university or institute OR equivalent education and experience may substitute for degree.
  • HSE Training/ Proficiency courses and qualifications, a professional certification e.g. - National Examination Board in Occupational Safety and Health (NEBOSH) IGC certification or equivalent is desirable.
  • Diploma in Fire and OHSE, OSHA, IOSH Certification Courses.
