Job Title: HSE Officer

Job Description

The HSE Officer is responsible for implementing the Company HSE policy upon the project. This will include the training of the workforce in safety procedures, ensuring compliance with Company and Contractual HSE requirements, safety of personnel and property, identification and controlling hazards, training in safety, and safety performance reporting.

Key Responsibilities:
  • Implementing and monitoring the company HSE system / plan
  • Ensuring Risk Assessment / Job Hazard Analysis is done in advance of commencement of activities and ensuring all preventive / control measures are in place
  • Ensuring compliance with all contractual / company, local authority requirements for quality, Health Safety & Environment (HSE) and OSHAD requirements (as applicable)
  • Ensuring all safety precautions are completed and checked prior to a work activity commencing
  • Ensuring all permits are available for works on site and all safety precautions are taken
  • Ensuring all personnel are wearing Personal Protective Equipment as per regulations
  • Training the workforce on safety practices
  • Monitoring site work and equipment, identifying hazards and advising the Project Manager of corrective actions required
  • Monitoring safety complaints and following up with the site team for closeout
  • Prompt reporting of all near misses, incidents, and accidents on site and assisting during investigations
  • Carrying out HSE inspections / audits on site and reporting the status and effectiveness of the system
  • Maintaining first aid facilities on site
  • Recording accidents and injuries and reporting on safety statistics
  • Maintaining equipment inspection records
  • Stopping/suspending any activity that poses imminent danger to workforce/property
  • Liaising with Site Engineers, Job Supervisors, Foreman, and Workers to promote HSE awareness on site
  • Coordinating with Job Supervisors to maintain good housekeeping of working areas
  • Liaising with Client Safety Representative
Desired Candidate Profile

Education: Diploma, Bachelor of Technology/Engineering, Bachelor of Science

Experience: Minimum 3-5 years’ experience in HSE in any industry, with at least 1 year experience in construction, fabrication, installation, and/or commissioning projects/operations/production in the oil & gas or petro-chemical industries.

Licenses/Certifications: NEBOSH IGC or Equivalent (Subject to approval by ADNOC Group). Any other HSE certifications (considered at ADNOC Group discretion). Additional HSE Trainings/Certifications will be an added advantage.

Skills and Competencies:

  • Ability to conduct HSE orientation/induction/HSE awareness sessions to workers
  • Ability to understand and implement HSE plans, welfare plans, and emergency response procedures/plans
  • Practical experience in implementation of SSOW (PTW/WMS/Risk Assessment etc.)
  • Awareness of practical H2S control measures
  • Ability to conduct HSE inspections
  • Ability to understand and implement incident reporting and investigation procedures
  • Ability to speak, read, and write English with good communication skills
