Responsibilities
  • Develop and implement comprehensive HSE policies, procedures, and project-specific training plans.
  • Conduct regular site inspections and audits to ensure compliance with the Abu Dhabi Code of Practice and all applicable HSE regulations and standards.
  • Identify hazards, conduct risk assessments and hazard analyses, and implement corrective and preventive actions.
  • Investigate all incidents, accidents, and near-misses; prepare detailed reports with root cause analysis and recommendations.
  • Review and approve contractor HSE documentation including HSE Plan, Emergency Response Plan, and Job Hazard Analysis.
  • Ensure contractor compliance with all local laws (e.g., OSHAD, ADM), project-specific safety requirements, and environmental management plans.
  • Monitor safe site access, temporary structures, plant facilities, public safety concerns, and readiness for emergency response.
  • Establish and manage the Permit to Work (PTW) system (if necessary), train relevant personnel on safe work practices and authorizations.
  • Maintain updated HSE logs, inspection checklists, training records, and incident reports.
  • Provide training, toolbox talks, and awareness programs for workers on safety protocols, procedures, and emergency preparedness.
  • Conduct and document emergency mock drills and readiness checks; establish and communicate Emergency Response Plans.
  • Ensure proper use and maintenance of safety equipment including signage, PPE, alarms, barricades, Safety tagging for scaffolding works, and safety devices.
  • Collaborate with project management, contractors, and other departments to integrate HSE practices into all project stages.
  • Attend weekly progress and HSE meetings with client and contractor representatives.
  • Advise on continuous improvement of the Project HSE training system and monitor implementation of feedback-driven enhancements.
  • Coordinate with authorities for emergency support (e.g., Civil Defense, Police) and enforce safety controls around temporary structures (e.g., cranes).
  • Communicate and coordinate safety training needs and schedules with the PMT and contractor teams.
Qualifications
  • ABET-accredited degree in Architectural Engineering with a mechanical emphasis or degree in Mechanical Engineering
