Job summary

Confidential is seeking an experienced EHS Advisor to provide strategic advisory support and technical expertise to the Environment, Health and Public Safety function of a leading government organization in Dubai. The role focuses on updating and developing the EHS Management System (EHSMS) in line with applicable international and local standards.

The ideal candidate holds a Bachelor’s degree in Engineering, NEBOSH IGC, Lead Auditor certifications in ISO 45001 and/or ISO 14001, and at least 8

Qualifications

• Mandatory Certifications: NEBOSH IGC certification and Lead Auditor certification in ISO 45001 and/or ISO 14001.
• Minimum 8 years of experience in Environment, Health and Occupational Safety.
• Languages: Arabic and English.

Responsibilities

• Strategic Advisory: conduct gap analyses and develop roadmaps for the EHSMS.
• Develop and update the EHS Management System to comply with international and local requirements.
• Provide legal and technical advice on EHS matters and ensure governance and compliance.
• Support internal audits, field inspections, KPI development, and external accreditation preparations.
• Lead incident investigations, root cause analysis, and preventive actions.
• Design and supervise an institutional EHS training and competency framework.
• Research and evaluate modern technologies for risk analysis and training, including AI/AR/VR applications.

Job description

Provide strategic advisory support and technical expertise to the Environment, Health and Public Safety function of a leading government organization, across all areas of environment, health and safety management. The role is also responsible for updating and developing the organization’s Environment, Health and Safety Management System (EHSMS) in accordance with applicable international and local standards.

• Mandatory Certifications: NEBOSH IGC certification and certified Lead Auditor qualification in ISO 45001 and/or ISO 14001.
• Experience: Minimum 8 years of experience in Environment, Health and Occupational Safety.
• Languages: Arabic and English.

Key Duties and Responsibilities:

1. Strategic Advisory

• Conduct gap analyses between the existing EHS Management System and internationally recognized best practices adopted by leading government, security and law-enforcement organizations, and provide a development roadmap.
• Contribute to the development and implementation of the strategic plan for the Environment, Health and Public Safety function.
• Prepare periodic strategic reports, including performance analysis and improvement recommendations.
• Supervise the preparation and updating of policies and procedures in alignment with the vision and requirements of the Government.
• Provide immediate technical and advisory support to various departments and operational functions.

2. Development of the Environment, Health & Safety Management System

• Develop and update documentation related to the organization’s comprehensive operational Environment, Health and Safety Management System, including policies, procedures, operational instructions and forms.
• Ensure that the EHS Management System complies with applicable international and local requirements.
• Develop guidelines and instructions related to occupational health and safety and monitor their implementation across various departments and operational locations, covering field and administrative operations.
• Supervise the development and implementation of a corrective and preventive action management system across the organization.
• Standardize occupational health and safety procedures across departments and operational locations.

3. Technical Expertise in Environment, Health & Occupational Safety

• Provide legal and technical advice on matters related to environment, health and safety.
• Strengthen governance and compliance by ensuring that working practices comply with relevant local legislation and international standards.
• Provide technical guidance on managing risks related to the health and safety of personnel and individuals under the organization’s care or supervision.
• Prepare and update risk registers and control plans appropriate to the specific nature of each activity.
• Conduct occupational risk assessments systematically and periodically.
• Support emergency plans and enhance preparedness and rapid-response capabilities across different locations.

4. Auditing and Management Review

• Support the internal audit programme for the Environment, Health and Safety Management System across various departments and operational locations.
• Actively participate in field inspection visits.
• Prepare and coordinate annual management review meetings.
• Supervise the development of the Key Performance Indicator (KPI) framework.
• Prepare for external audits conducted by international accreditation bodies and support the organization in achieving and maintaining accreditation.
• Prepare accurate technical reports covering observations and required corrective actions to enhance compliance and reduce potential risks.
• Participate in incident investigations, analyse root causes and recommend preventive actions to avoid recurrence.
• Provide advice on applying Human Factors principles in incident prevention.
• Supervise the development of a lessons-learned database and ensure its integration with training programmes.
• Submit recommendations resulting from incident investigations to senior management.

6. Building a Safety Culture and Institutional Capability

• Design and supervise the implementation of an institutional EHS training and competency framework for all levels within the organization.
• Design and deliver occupational health and safety workshops and awareness materials for employees.
• Supervise the professional development of EHS monitoring personnel and support their progression towards NEBOSH and other advanced professional qualifications.

7. Innovation and Emerging Technologies

• Continuously research and evaluate modern technologies that can be applied within complex operational environments, including smart sensors, Artificial Intelligence applications for risk analysis, and Augmented Reality/Virtual Reality (AR/VR) solutions for training.
• Develop electronic systems for managing Environment, Health and Public Safety data.
