HSE Manager Location: Dubai, UAE Industry: Construction / Engineering Employment Type: Full-time, Permanent Reports To: Project Director / Senior Management Position Overview: A progressive, developer-backed construction firm in Dubai is seeking a Health, Safety & Environment (HSE) Manager to lead the implementation and enforcement of best-in-class HSE strategies across major construction sites. This role is responsible for ensuring compliance with local and international safety standards, cultivating a strong safety culture, and mitigating risk across all project phases. The ideal candidate will have extensive experience overseeing HSE on high-value, multi-disciplinary projects and a strong understanding of local regulatory frameworks. Key Responsibilities: • Develop, implement, and monitor the company’s HSE policies, systems, and procedures across all project sites. • Lead the preparation and execution of HSE risk assessments, method statements, and safety plans. • Ensure compliance with UAE regulations and international HSE standards (e.g., ISO 45001, ISO 14001). • Conduct site inspections, audits, incident investigations, and root cause analyses. • Provide training, coaching, and development programs to staff and subcontractors to promote safety awareness. • Liaise with relevant government authorities (Dubai Municipality, Civil Defense, etc.) on safety approvals and inspections. • Maintain accurate safety documentation, reports, and performance metrics. • Lead emergency preparedness plans and drills. • Act as the primary HSE focal point for internal and external stakeholders. • Contribute to continuous improvement of safety culture and behavioral safety initiatives.

• Bachelor’s degree in Engineering, Occupational Safety, Environmental Science, or related field. • Certified HSE qualifications (e.g., NEBOSH IGC/IDip, IOSH, OSHA) are mandatory. • Minimum 12–15 years of HSE experience in the construction sector, with at least 5 years in a managerial role within the GCC. • Strong working knowledge of UAE HSE legislation and Dubai-specific requirements. • Demonstrated leadership in implementing and managing HSE systems on large-scale projects. • Excellent communication, leadership, and incident management skills. • Proficiency in HSE management software and reporting tools.
