Overview

Job Description – HSE Manager

Position Title: HSE Manager (High Rise Building/Tower Experience Only)
Department: Health, Safety & Environment (HSE)
Reports To: DGM / General Manager
Location: Dubai, UAE

Responsibilities

1. HSE Leadership & Compliance

• Develop, implement, and maintain the company’s HSE Management System in line with UAE legislation, Dubai Municipality Construction Code of Practice, and project-specific requirements.
• Lead HSE initiatives across high-rise building projects, ensuring compliance with Trakhees, EHS, and other local authority safety requirements.
• Ensure compliance with the Dubai Municipality Safety Code of Construction Practice for Building & Civil Engineering Works.
• Oversee compliance with client-specific safety requirements and project HSE plans.

2. Risk Management & Incident Control

• Conduct detailed risk assessments, method statement reviews, and hazard identification specific to high-rise works (including work at height, crane operations, scaffolding, hoisting, and formwork).
• Lead incident investigations, root cause analysis, and implement corrective/preventive measures.
• Ensure accurate reporting and documentation of all HSE incidents, inspections, and audits.

3. Certification & Authority Liaison

• Maintain and update the company’s Trakhees Accreditation and ensure all HSE staff are trained/certified accordingly.
• Ensure compliance with SARs Card requirements for site safety professionals and manage renewals.
• Liaise with Dubai Municipality, Trakhees, EHS, and other regulatory bodies for project approvals, safety inspections, and audits.

4. Training & Culture Development

• Deliver Toolbox Talks, HSE induction, and awareness training for all site personnel.
• Promote a proactive safety culture across all levels of the workforce.
• Ensure workers, subcontractors, and site supervisors are trained in safe work procedures and emergency response.

5. Monitoring & Reporting

• Monitor daily site activities, ensuring strict compliance with HSE procedures.
• Prepare and submit HSE performance reports (daily, weekly, and monthly) to management and clients.
• Track and report on HSE KPIs, including incident rates, audit scores, and corrective actions closure.

Qualifications & Requirements

Education & Certification:

• Bachelor’s Degree in Engineering / Occupational Health & Safety or equivalent.
• NEBOSH IGC (International General Certificate) – Mandatory.
• SARs Card holder – Mandatory.
• Valid UAE Visa as Safety Officer / HSE Manager – Mandatory.
• Trakhees Accreditation (exam passed) OR experience on Trakhees-accredited projects – Mandatory.

Experience:

• Minimum 10 years’ HSE experience in the UAE construction sector, with at least 5 years in high-rise building projects (20+ floors).
• Proven track record in managing HSE teams on large-scale high-rise developments.
• Strong knowledge of Dubai Municipality Construction Code of Practice and UAE Federal HSE laws.

• Excellent communication and report writing abilities.
• Proficient in risk assessment, incident investigation, and root cause analysis.
• Ability to work under pressure and manage multiple priorities across project sites.

Key Performance Indicators (KPIs)

• Compliance rate with authority and client HSE requirements.
• Incident Frequency Rate (IFR) & Lost Time Injury Frequency Rate (LTIFR) targets achieved.
• Percentage of workforce trained and certified as per project requirements.
• Timely submission and closure of corrective/preventive actions.

Note: Only candidates who meet the mandatory requirements (Visa as Safety Officer/HSE Manager, SARs Card, Trakhees Accreditation, NEBOSH IGC, and proven high-rise building experience) will be considered.

Pay: AED12,000.00 - AED15,000.00 per month
