Roles and Responsibilities
- Development, review, and update of a Health, Safety, and Environment Management Plan.
- Develop and deliver a monitoring schedule, including site tours, inspections, and audits.
- Create a competency framework, including a training matrix, records, and plans for the team.
- Lead weekly formal Health and Safety inspections, workshops, and meetings; raise and verify the closure of observations and actions.
- Chair weekly Health and Safety meetings with contractors, and health and safety and management teams.
- Ensure contractors, subcontractors, suppliers, and vendors working under supervision adhere to:
- Health, Safety, Quality, and Environment Policy
- Health and Safety Management System
- Assurance Standards for Health and Safety
- General conditions of construction contracts, legal, and other requirements
- Ensure construction Health and Safety plans are in place for each contractor before construction begins.
- Review, approve, and verify the implementation of contractors' Health and Safety plans, method statements, risk assessments, and other deliverables.
- Ensure the contractor provides sufficient competent Health and Safety professionals to meet legal and employer requirements.
- Communicate and ensure ongoing communication of policies, objectives, standards, hazard risks, and controls to all contractors and personnel.
- Conduct Health and Safety pre-start kick-off meetings with contractors as per employer requirements.
- Attend or chair contractor meetings, ensuring contractual requirements are met.
- Interface with contractors and employer Health and Safety departments.
- Provide leadership, guidance, and technical assistance regarding Health and Safety standards.
- Ensure security, traffic management, logistics, and emergency arrangements are suitable and available.
- Support project managers and design consultants in delivering Health and Safety standards and communicating design issues.
- Monitor and review the Health and Safety performance of contractors and their supply chains, ensuring nonconformances are addressed promptly.
- Suspend work if there is a lack of safety control or imminent risk of injury.
- Ensure all incidents, accidents, and near misses are reported, investigated, and reports reviewed and approved.
- Report regularly to the employer and Head Office on Health and Safety performance, including monthly reports.
- Ensure contractors develop and implement reward and recognition schemes.
- Ensure the contractor produces a Health and Safety file as per employer requirements.
Qualifications :
Education
- Bachelor's degree in occupational health and safety, engineering, or a related field.
- Level 5/Qualification in Occupational Health and Safety (NEBOSH Diploma, IOSH Level 5, NVQ Level 5, OTHM Level 6, BSc Diploma, etc.)
Registrations/Certifications
- CM/Grad-IOSH, CSP, CRSP, MIIRSM, or equivalent.
- ISO 45001:2018 and ISO 14001:2015 Lead Auditor certifications.
Experience
- Minimum 12 years of experience in the construction industry.
- Previous experience as a supervision consultant.
- Knowledge of Dubai and Abu Dhabi Municipality H&S regulations.
