Job summary

Al Rostamani Group is seeking an experienced HSE Engineer for its Emirates Electrical Engineering platform in the UAE. The role focuses on leading HSE management, risk assessments, and regulatory compliance across complex project sites.

You will oversee HSE audits, environmental controls, training programs, incident reporting, and emergency drills to ensure safety and sustainability across operations.

Qualifications

• Bachelor’s degree in Occupational Health and Safety, Environmental Engineering, Mechanical, Civil, or related field.
• NEBOSH IGC or equivalent.
• OSHAD UAE safety certification.
• ISO 14001 environmental certification.

Responsibilities

• Develop, implement, and continuously improve the HSE Management System to ensure site activities comply with regulations.
• Oversee risk assessments to identify hazards and implement controls.
• Ensure safety, health, and environmental compliance per local and international standards.
• Deliver HSE training programs for site personnel (inductions, procedures, emergency response).
• Document all HSE activities and prepare monthly/weekly reports.
• Lead and supervise HSE Officers and conduct site inspections.
• Manage emergency response plans and drills across the site.
• Liaise with regulatory authorities to ensure compliance documentation and certifications.
• Develop sustainable practices to reduce environmental impact.

Job Purpose

The HSE (Health, Safety, and Environment) Engineer is responsible for overseeing and ensuring that all safety, health, and environmental practices comply with legal standards and company policies across the project site. The HSE Engineer is a leadership role that supports the implementation of safety protocols, manages the HSE team, conducts detailed risk assessments, and ensures all operations are carried out without compromising safety or environmental integrity. This role also involves working closely with site engineers, supervisors, and management to promote a culture of safety and environmental responsibility on site.

Job Responsibilities

HSE Management System:

• Develop, implement, and continuously improve the HSE Management System to ensure site activities are conducted in full compliance with HSE regulations.
• Ensure that the HSE system aligns with local and international regulations, industry best practices, and company standards.
• Conduct periodic HSE audits and inspections to assess the system's effectiveness and recommend improvements.

Risk Assessments And Hazard Identification

• Oversee the risk assessment process, ensuring that all site activities are assessed for potential health, safety, and environmental hazards.
• Implement and monitor the mitigation of risks, ensuring that control measures are in place and actively maintained.
• Lead detailed Job Safety Analysis (JSA), and identify corrective actions to eliminate risks in high-risk areas.

Safety And Environmental Compliance

• Ensure full compliance with local and international safety, health, and environmental regulations, including OSHA, OSHAD, and Civil Defense standards.
• Supervise the adherence to environmental policies, including waste management, emissions control, and resource conservation.
• Review and ensure that all environmental permits, licenses, and documentation are up to date.

Training And Development

• Oversee the development and delivery of HSE training programs, including inductions, safety procedures, emergency response, and environmental impact awareness for all site personnel.

HSE Documentation And Reporting

• Ensure the accurate and timely documentation of all HSE activities, including risk assessments, safety reports, accident and incident reports, audits, and compliance checks.
• Prepare monthly and weekly HSE performance reports

HSE Leadership And Team Management

• Supervise and lead the HSE Officers and support their efforts in enforcing safety protocols and conducting site safety inspections.

Emergency Response Management

• Oversee the preparation and implementation of emergency response plans, ensuring all emergency situations (e.g., fire, chemical spills, medical emergencies) are addressed promptly and effectively.
• Conduct regular emergency drills for all personnel, ensuring that everyone is familiar with emergency procedures.

Regulatory Liaison

• Liaise with regulatory authorities, ensuring that all HSE documentation, inspections, and certifications meet legal requirements.
• Ensure compliance with environmental regulations, including proper waste disposal and control measures.

Sustainability And Environmental Initiatives

• Develop and implement sustainable practices across the site, reducing the environmental impact of operations.

Continuous Improvement And Safety Culture

• Foster a safety culture on site by engaging employees at all levels in safety initiatives, campaigns, and continuous safety education.
• Monitor and track key safety performance indicators (KPIs), such as accident frequency rates, near misses, and corrective action closure rates.

Job Requirements

• Minimum Education: Bachelor's degree in Occupational Health and Safety, Environmental Engineering, Mechanical Engineering, Civil Engineering, or related field.
• Certifications:
• NEBOSH IGC or equivalent international certification.
• OSHAD or equivalent UAE-specific safety certification.
• Environmental certifications such as ISO 14001 or related.

Experience

• At least 2-4 years of experience in HSE management in the construction, engineering, or industrial sectors.
• Experience in site supervision and managing safety for large-scale construction projects.
• Proven track record in accident investigation, risk assessment, and implementation of safety policies and regulations.
• Experience working on ESCO projects, retrofit projects, or large-scale MEP construction projects is a plus.

Knowledge & Skills

• HSE Expertise: Strong technical knowledge of health, safety, and environmental regulations and HSE management systems.
• Expertise in conducting HSE audits, inspections, and risk assessments.
• Communication Skills: Strong verbal and written communication skills for preparing reports, conducting safety meetings, and liaising with external authorities.
• Ability to train and motivate employees in safety protocols and risk mitigation strategies.
• Problem-Solving and Decision Making: Ability to identify potential hazards, evaluate risks, and take corrective action to prevent accidents or environmental damage.
• Quick decision-making in emergency situations and effective response to incidents.
• Project Management Skills: Ability to manage multiple HSE priorities in a fast-paced environment and oversee large teams.
• Proven ability to manage complex projects and maintain compliance with safety standards.
• Technical Skills: Proficiency in HSE software tools, safety reporting tools, and MS Office and Familiarity with incident tracking systems and risk assessment tools.
