Job summary

KEO International in Abu Dhabi, UAE, invites a talented HSE Engineer to join our team. You will carry out planned and unplanned inspections, ensure contractor compliance with HSE obligations, and support audits across projects in the built environment.

The ideal candidate holds 10 years of experience, a Bachelor in Civil Engineering, and NEBOSH/OSHA certificates, with a track record in safety management, KPI reviews, and incident investigations.

Qualifications

  • 10 years of relevant experience in HSE management and civil engineering environments.
  • Bachelor of Civil Engineering or equivalent from an accredited program.
  • Diploma in NEBOSH, OSHA or equivalent.
  • Certificates in Confined Space Entry, Working at Height, First Aid and Hazard Assessment.

Responsibilities

  • Carry out planned and unplanned inspections of works to ensure HSE compliance.
  • Ensure timely closure of HSE non-conformities and drive corrective actions.
  • Review HSE plans and ensure alignment with standards (QCS 2014).
  • Support internal audits and Second Party audits.
  • Review weekly/monthly HSE reports and contractor CVs for safety.
  • Monitor contractor HSE performance and provide reports to contracts team.
  • Coordinate with engineers and other departments on HSE activities.
  • Prepare and submit monthly HSE reports for assigned zones.
  • Ensure compliance with new business processes and avoid redundant activities.
  • Liaise with Control and Technical Follow up to align systems and practices.
  • Oversee permit issuance (entry, confined space, shutdown).
  • Attend monthly HSE meetings with contractors and address issues.
  • Ensure adherence to Health and Safety policies and new work instructions.

Responsibilities

Our newest opportunity is for a talented HSE Engineer in Abu Dhabi, UAE.


We envisage success in this role to include;



  • Carrying out planned and unplanned inspections of Framework Contractors work activities, Labor Camps etc. to ensure the Framework Contractor’s compliance with all contractual obligations related to HSE.

  • Ensuring timely closure of HSE non-conformities by the Framework Contractor in line with inspection/audit reports.

  • Reviewing & analysing H&S plans from Framework Contractors and ensure compliance with QCS 2014 and any future amendments.

  • Supporting client’s internal audits and conduct Second Party (BAU) Audits (Framework Contractor’s Audits)

  • Reviewing the HSE Weekly / Monthly Reports and Contractor’s Key Personnel CV’s).

  • Monitoring Framework contractor performance in terms of HSE and provide reports to the contracts team to ensure safe working practice.

  • Reviewing Framework Contractor’s KPI’s related to HSE component for invoicing

  • Coordinating with relevant engineers, contractor and other relevant departments with respect to HSE Activities.

  • Preparing and submitting monthly H&S reports on DNO&M and Framework Contractor H&S performance for assigned Catchment Zone.

  • Ensuring team’s compliance with new business processes, (including but not limited to those associated with EAMS, Frameworks), ensure redundant/ duplicate activities in his assigned area are discontinued and provide recommendations for improvement.

  • Liaising with the other teams in Control and Technical Follow up Section to ensure alignment of systems and working practices.

  • Monitoring issue of permits (entry, confined space, shutdown, etc.) as per Client’s permits procedure.

  • Conducting/attending monthly HSE meetings with the Contractor to discuss on HSE matters and sort out any existing or anticipating issues.

  • Ensure adherence to Health and Safety Policy and Procedures and comply with any new work instructions.


Qualifications

To be successful in this dynamic opportunity, we envision that your career journey to date will include 10 years of relevant experience partnered with a Bachelor of Civil Engineering or relevant, from an accredited University or College program.



  • Holder of Diploma in NEBOSH, OSHA or equivalent.

  • Holder of certificate in Confined Space Entry, Working at Height, First Aid and Hazard Assessment as a minimum.

  • Minimum of 10 years’ work experience in a similar position.

  • Knowledge of management systems and ISO accreditation.

  • In depth knowledge of Health and Safety regulations, policies and procedures.

  • Knowledge of Quality, Health and Safety, and Environment policies, procedures and regulations.
