Job summary

A leading construction company is seeking an HSE Officer to ensure the effective implementation of Health, Safety, and Environmental policies on-site, in compliance with ADNOC and UAE regulations. The ideal candidate will have a minimum of 5 years of HSE experience in oil and gas construction projects, excellent communication skills, and valid ADNOC HSE Officer certification.

Job description

Job Purpose:

Ensure the effective implementation of Health, Safety, and Environmental policies and procedures on-site in compliance with ADNOC and UAE regulatory requirements. Maintain a safe working environment and promote a strong HSE culture during all phases of plant construction activities.

Key Responsibilities:

  • Implement and monitor site-specific HSE Plans in line with ADNOC Code of Practices (CoP).
  • Conduct daily site inspections and ensure full compliance with ADNOC and company HSE standards.
  • Ensure PTW (Permit to Work) system is properly applied and adhered to.
  • Lead toolbox talks, safety inductions, and awareness training sessions for site personnel.
  • Identify hazards, assess risks, and develop appropriate control measures.
  • Investigate near-misses, incidents, and accidents and prepare detailed reports with corrective actions.
  • Ensure all ADNOC-required documentation, reports, and HSE statistics are maintained and submitted on time.
  • Coordinate with site supervision, subcontractors, and ADNOC representatives on HSE matters.
  • Monitor the proper use of PPE and ensure the availability of safety equipment and first aid facilities.
  • Support emergency preparedness drills and ensure readiness of emergency response procedures.
  • Participate in internal and external HSE audits.

Requirements:

  • ADNOC-approved HSE Officer (valid approval number or certificate must be provided).
  • NEBOSH IGC or equivalent HSE qualification.
  • Minimum 5 years of HSE experience in Oil & Gas construction projects, including ADNOC projects.
  • Strong knowledge of ADNOC CoPs and UAE HSE regulations.
  • Excellent communication, reporting, and coordination skills.
  • Proficient in incident investigation and root cause analysis.
