Target Engineering Construction Co LLC is seeking an experienced HSE Engineer to support major Oil & Gas EPC projects in the UAE. You will implement and maintain health, safety, and environmental standards across project sites to ensure regulatory compliance and promote a strong safety culture.

The role entails leading incident investigations, developing risk assessments, and delivering HSE training while driving continuous improvements in safety performance and operational excellence.

Qualifications

• 8–10 years of HSE experience in Oil & Gas EPC or related industries.
• Strong knowledge of international HSE standards and regulations.
• Experience on large-scale EPC projects is highly desirable.

Responsibilities

• Ensure compliance with HSE policies and regulatory standards.

HSE Engineer

We are seeking an experienced HSE Engineer to join our growing team and support the successful execution of major Oil & Gas EPC projects. The ideal candidate will play a key role in implementing and maintaining health, safety, and environmental standards across project sites, ensuring compliance with regulatory requirements while promoting a strong safety culture.

YOUR ROLE

As HSE Engineer, you will be responsible in the performance of the following but not limited to duties and responsibilities;

Health, Safety & Environmental Compliance

• Ensure compliance with company HSE policies, client requirements, and applicable regulatory standards.
• Conduct regular site inspections, audits, and safety assessments to identify non-conformities and recommend corrective actions.
• Maintain HSE records, permits, licenses, reports, and compliance documentation.

Risk Assessment & Hazard Identification

• Conduct project risk assessments and identify potential workplace hazards.
• Develop, review, and implement Job Safety Analyses (JSA) and Method Statements for high-risk activities.
• Recommend and monitor risk mitigation measures to ensure safe project execution.

Incident Investigation & Reporting

• Lead investigations of incidents, near misses, and safety observations.
• Conduct root cause analysis and recommend preventive and corrective actions.
• Prepare detailed incident reports and monitor action closure.

HSE Training & Awareness

• Deliver HSE induction programs, toolbox talks, and safety awareness campaigns.
• Conduct training sessions for employees, subcontractors, and site personnel on safe work practices.
• Promote a proactive safety culture and encourage workforce participation in HSE initiatives.

Emergency Preparedness & Response

• Assist in developing and maintaining emergency response plans.
• Organize and coordinate emergency drills including fire, medical, and environmental spill scenarios.
• Support crisis management activities and provide guidance during emergency situations.

Continuous Improvement & Performance Monitoring

• Monitor HSE performance indicators and analyze trends.
• Prepare monthly and quarterly HSE reports for management review.
• Recommend and implement initiatives to improve safety performance and operational excellence.

WHAT WE’RE LOOKING FOR

Experience

• Minimum 8-10 years of HSE experience in Oil & Gas, EPC, Petrochemical, Energy, Construction, or other high-risk industrial environments.
• Strong understanding of international HSE standards, regulations, and industry best practices.
• Experience working on large-scale EPC projects is highly desirable.

Education and Certifications

• Bachelor's or Master's Degree in Occupational Health & Safety, Engineering, Science, or a related discipline.
• NEBOSH, IOSH, or equivalent HSE certification is highly preferred.
• Professional HSE training and certifications will be considered an advantage.
