Job Description

Educational Qualifications and Experience:

  • Bachelor’s degree in Business Administration, Human Resources, Finance, Social or Human Sciences, Public Relations, or equivalent.
  • A Master's degree in Human Resources or certifications such as SPHR or CIPD is preferred.
  • At least 6 years of practical experience in employee training and development, including at least 2 years in a supervisory capacity.

Key Roles And Responsibilities

  • Supervise the development of long-term training and development plans and annual training programs, based on administrative level, specialization, and employee behavior, linking training to the organization’s needs, grade promotions, rewards, and recognition systems.
  • Oversee the execution of training and development plans and ensure alignment with objectives by evaluating results and submitting observations and recommendations to the HR Director.
  • Supervise the preparation of internal, local, and external training programs for various administrative and technical roles.
  • Coordinate with departments to assess employee evaluations and determine training needs to enhance performance.
  • Supervise internal workshops aimed at performance improvement across the organization.
  • Oversee talent projects and succession planning for critical and future leadership roles.
  • Conduct workshops with departments to guide them in identifying training needs to be reflected in the organization’s annual training and development plan.
  • Supervise capable, talented, and specialized employees who can deliver training sessions and include their programs in the annual training plan.
  • Establish and activate a performance management system through workshops, linking performance evaluation with the identification of training needs based on KPIs tied to individual and departmental goals.
  • Supervise the development of individual performance and training improvement plans based on evaluation results, succession plans, and the Authority’s strategic and operational priorities, and submit them to the HR Director.
  • Oversee the implementation of career path plans to ensure employees are trained and developed in line with promotion requirements.
  • Review effectiveness reports for training programs, trainers, and trainees.
  • Manage training and development budgets in line with the approved annual budget.
  • Provide solutions to any issues faced by employees during training sessions.
  • Maintain continuous communication with local and international training providers to build strong relationships and stay updated on available programs.
  • Participate in training-related conferences and seminars in accordance with applicable organizational regulations.
  • Supervise the creation of career path cards based on the organizational structure and job descriptions.
  • Evaluate external training providers based on presentation quality, tools used, facilities, trainer’s delivery skills, and other defined assessment criteria.
