General Overview:

Intelligent Solutions have been mandated by a leading Global Insurance firm on the role of Head of Technology for their team in Dubai, United Arab Emirates.

As the Head of Technology, you will be responsible for shaping and executing the local technology strategy in alignment with broader business objectives. This includes close collaboration with cross-functional teams to drive strategic outcomes with a focus on maximizing value and ensuring stability, performance, and security of business-critical applications.

This is a leadership role where you will drive the evolution of business processes through agile delivery practices, while also overseeing the governance and risk management of technology services. The ideal candidate will bring strong, hands-on technical expertise in system development and/or architecture, with a deep understanding of both current and emerging technologies.

Key Responsibilities:

Strategic Delivery

  • Be a representative and ambassador of technology into the business, creating a partnership to achieve business objectives.
  • Define and execute the company's technology strategy, leveraging technology as an enabler for business and operational transformation.
  • Drive the legacy modernization outcomes and maximize the opportunity to leverage emerging technologies to generate business value.
  • Represent the business strategy and requirements with other and functions.
  • Partner to ensure alignment with regional and global strategic objectives, standards and best practices.
  • Partner with delivery domains to implement the technology strategy and transformation; mature the adoption of scaled digital technologies and agile software engineering methodologies.
  • Translate business and technology strategic plans into concrete programs for solution delivery, enhancement, and support.

IT Service Delivery

  • Lead the software engineering team in planning, building, operating, enhancing, and sustaining the portfolio of business applications and processes. Ensure security and data privacy by designing all deliverables from the software engineering team(s) and third parties.
  • Responsible for the Tech portfolio from planning to delivery and sustaining support to ensure that products/projects meet established business objectives, time and budget constraints, and standards of technical quality. The scope of the portfolio may include: implementation of strategic applications, systems integration, application replacement and retirement, business transformation and process automation.
  • Work with product managers to deliver on the product strategy, building, managing and prioritizing the flow of work.
  • Drive continued improvement of operational processes and seek out opportunities using technology to transform business and operational processes to achieve business objectives, efficiency and scalability.

People and Talent Management

  • Responsible for building, engaging and leading a team of technologists.
  • Ensure team performance, leading, mentoring, training and motivating in order to facilitate cooperation, efficiency, quality and good team morale.
  • Ensure that team members develop personal and skills development plans. Ensure high performance and retention in the team.
  • Responsible for the coordination of resources from multiple internal and external sources to ensure successful delivery of the project portfolio / product aligned value streams.

Risk Management

  • Accountability for oversight, governance and risk management of Technology.
  • Responsible for timely and accurate engagement of all audits related activity, including adherence to audit action plans.

Financial Management

Accountable for the planning, management and oversight of all technology spend relating to services used in the area of responsibility. Responsibility for adherence to approved budgets.

Skills & Requirements:

  • Bachelor's Degree in Information Technology, Engineering, Computer Science or a related field or an equivalent combination of education and work experience.
  • 10+ years of experience in software application/product development/production management roles.
  • 5+ years applicable experience in managing solutions delivery teams in complex environments.
  • 5+ years applicable experience in establishing and managing vendor relationships.
  • Proven experience in software engineering or related roles, with track record in the delivery of emerging technologies including: digital / mobile solutions, automation and robotics, cloud native applications, ML or Gen AI.
  • Proven project management experience in the implementation of complex business applications including the integration of disparate applications.
  • Knowledge of best practice Business Analysis techniques and methodologies.
  • Experience in leading teams in Agile Delivery Methodologies (SAFe; SCRUM, other).
  • Expert understanding of the SDLC (Software Development Life Cycle) process.
  • Expert understanding of customer or partner facing applications, data and analytics, and (ideally) core administration applications.
