Head of Projects – R&F GBU GCC (UAE, Oman, Qatar)
Main Objective
The main objective of the Head of Delivery GCC (UAE, Oman, Qatar) is to ensure the safe and effective delivery of construction, demolition, and extension projects. This includes managing handover from business development through to construction/demolition activities, commissioning, and resolving related issues. It also involves supporting O&M readiness and handover to Asset Management (Operations) to optimize risk and profitability.
Reporting Line
The Head of Project GCC reports hierarchically to the Managing Director GCC and functionally to the Head of Project Generation International. CEOs of companies with greenfield projects report to the Head of Project GCC, while construction directors in other projects report functionally to the same.
Key Health and Safety Accountabilities
- Ensure compliance with regional/national HSE laws, Engie Group Rules, and Generation international governance documents.
- Describe H&S strategies in Project Management Plans, including KPIs.
- Develop and update Project HSE Risk Registers throughout the project lifecycle.
- Implement systems for recording and analyzing SIF, accidents, HiPos, and near misses.
- Demonstrate leadership through visibility and actions like Management Safety Visits and Safety Tours.
Key Accountabilities
- Coordinate recruitment and management of project Construction Directors/Managers and CEOs for greenfield projects.
- Develop and review Project Risk Registers regularly.
- For brownfield or demolition projects, coordinate construction aspects with Asset Management.
- Monitor and guide project performance across GCC, ensuring compliance with Group, BU rules, and procedures, especially in HSE, CSR, and Ethics.
- Apply project management methodologies as per Group guidelines.
- Organize lessons learned and promote project management culture.
- Develop stakeholder management plans and liaise with external partners.
- Coordinate with asset management and O&M teams.
- Define project development strategies, including contracting and risk management.
- Support resource mobilization and talent development for project roles.
- Review project reports, monitor issues, and implement corrective actions.
- Support project governance meetings like STEERCOs and ensure compliance with instructions.
- Benchmark best practices and develop tools and guidelines.
- Manage project handover processes and early-stage agreements.
- Attend or represent at Board and Audit Committee meetings of project companies.
- Review and challenge project budgets and forecasts.
Qualification / Experience
- Engineering background or equivalent.
- 20+ years of experience, including at least 10 in construction and 5 in energy/water sectors.
- Proven leadership and resource management skills.
- Experience in GCC is advantageous.
- NEBOSH IGC 1 & 2 Certification.
