Job summary

Black Pearl Consult is seeking a Head of Programme & Portfolio Management in the UAE to lead the PMO and establish a consistent approach to managing projects and programmes. You will focus on governance, portfolio visibility, resource planning, and reliable executive reporting.

You will work with senior leadership to align projects with priorities, highlight delivery concerns, and strengthen accountability across the portfolio. Occasional travel to project sites may be required.

Qualifications

• Bachelor-level degree required; postgraduate qualification advantageous.
• Experience leading a PMO or similar governance function.
• PMP or PgMP or equivalent qualification preferred.

Responsibilities

• Develop and maintain PMO strategy, structure, policies, and governance framework.
• Establish project management standards, approval stages, responsibilities, and escalation procedures.
• Support project prioritisation and resource planning against objectives and capacity.
• Oversee consolidated reporting on scope, schedules, costs, risks, and dependencies.
• Review delivery performance, challenge deviations, and coordinate corrective actions with owners.
• Ensure executive decision papers include options, recommendations, and impacts.
• Coordinate governance committee reviews and track decisions and actions.
• Strengthen risk, issue, dependency, and change control processes.
• Facilitate resolution of issues involving multiple departments.
• Ensure governance records are accurate and complete.
• Oversee resource demand and capacity reporting for delivery constraints.
• Support benefits tracking, project closure, and transition to business ownership.
• Lead and develop PMO team through coaching and performance management.
• Improve PMO practices, tools, and reporting via lessons learned.

Working closely with senior leadership and project owners, you will help align projects with organisational priorities, highlight delivery concerns, and strengthen accountability across the portfolio.

• Demonstrated experience establishing or improving PMO governance, project controls, resource planning, and executive reporting.
• Strong understanding of portfolio prioritisation, delivery assurance, change management, and benefits tracking.
• Ability to analyse complex project information and present clear recommendations to senior leadership.
• Strong stakeholder management skills and confidence challenging delivery concerns constructively.
• Proven experience leading teams and developing project management capability.
• Willingness to undertake occasional travel to project sites and partner offices.
