Head of Procurement

This role is responsible for driving value across the full procurement lifecycle while ensuring cost optimization, revenue enhancement, compliance, and operational excellence.

Key Responsibilities:

• Lead the development and execution of the annual procurement plan across assigned categories.
• Oversee all sourcing projects in line with governance, budgets, and timelines.
• Manage the end-to-end procurement lifecycle—from tender specifications to contract finalization.
• Lead a team of sourcing professionals, fostering a high-performance culture with a focus on Emiratization.
• Conduct spend, revenue, and market analysis to support data-driven strategic sourcing.
• Develop and present high-quality business cases and sourcing strategies to executive management.
• Drive strategic supplier and concessionaire negotiations, ensuring optimal commercial outcomes.
• Ensure full compliance with organizational policies, delegation of authority, and regulatory frameworks.
• Collaborate cross-functionally with key departments including Legal, Finance, Risk, HR, IT, and Commercial.
• Support internal stakeholders on procurement-related issues, requirements, and process improvement.
• Lead initiatives to improve sourcing efficiency, reduce cycle time, and increase revenue and value creation.
• Monitor and manage team performance, attendance, and development needs, ensuring consistent quality delivery.

Candidate Profile:

• 10+ years of strategic procurement experience, including 3+ years in a leadership capacity.
• Demonstrated success in strategic sourcing, category management, and stakeholder engagement.
• MCIPS certification (or equivalent) preferred.
• Master’s degree in Procurement, Supply Chain, Business, Law, Engineering, or related fields.
• Strong knowledge of procurement systems, tools, and ERP platforms.
• Experience within aviation or comparable infrastructure sectors is highly valued.
• Skilled in negotiation, leadership, analytical thinking, and performance management.
