An established EPC Contractor in the Oil & Gas sector is seeking an experienced Head of Department Construction to lead and develop construction operations for its newly incorporated subsidiary in Dubai. This pivotal role will involve setting up construction systems, overseeing project execution, and ensuring efficiency in budgets, schedules, quality, and safety. The ideal candidate will also play a strategic role in tendering, bid preparation, and risk assessment, working closely with key stakeholders across the organization.

Key Responsibilities

• Develop and implement construction processes, policies, and management systems tailored for the new subsidiary.
• Lead construction teams across multiple sites, ensuring optimal resource allocation, productivity, and project delivery.
• Support bid and tendering phases, reviewing documents, formulating construction strategies, preparing cost estimates, and ensuring risk mitigation.
• Collaborate with internal departments (Engineering, Procurement, Project Controls, HSE, Quality) for smooth project execution.
• Ensure strict compliance with local and international construction standards, industry codes, and regulatory requirements.
• Drive risk management strategies, identifying potential issues early and implementing proactive solutions.
• Build and maintain strong relationships with clients, subcontractors, suppliers, and regulatory authorities.
• Coordinate with China HQ to align methodologies, resource planning, and availability.

Qualifications & Experience

• Bachelor's degree in Civil Engineering, Mechanical Engineering, or a related field.
• 15+ years of experience in construction management within the Oil & Gas EPC sector.
• 7+ years in senior leadership roles, managing large-scale EPC projects in the Middle East.
• Strong experience in both home office construction planning and site execution.
• Expertise in tendering processes, risk analysis, and construction methodology planning.
• Familiarity with GCC construction environments, including bringing resources into the region.
• Knowledge of Chinese EPC contractor operations is essential.
• Exceptional leadership, communication, and problem-solving skills.
• Fluent in English; additional languages are a plus.
