Role Overview

The role will ensure alignment with relevant industry standards e.g. GLI, ISO27001, WLA SCS and other local regulatory requirements, enabling a well-managed and controlled approach to change and release governance.

Key Responsibilities

• Change Governance & Policies: Own and evolve the Group-wide Technology Change and Release Management Policy & Procedures, ensuring alignment with ISO27001, GLI 19, and local jurisdictional requirements.
• Define and embed standardized change classifications, approval workflows, and change thresholds as defined in policy.
• Govern the local implementation of change processes across all business units.

Leadership & Change Team Oversight

• Manage Technical Change Managers embedded in each of the business units to ensure consistent execution and escalation handling.
• Establish a federated model where local change & release teams execute within a centrally governed framework at the Group level.
• Foster a culture of compliance and policy adherence across all change and release management processes and continually seek to mature existing ways of working.

Regulatory Compliance & Assurance Activities

• Act as focal point for Change Management on regulatory compliance related matters, and internal/external audit & assurance engagements, leading the remediation of any findings related to the change process.
• Ensure that all changes requiring regulatory approval follow the approved process with complete and validated supporting documentation.
• Work with Group Compliance, Infosec, Enterprise Risk & Assurance, and Internal Audit to ensure the change management process aligns with wider governance and risk management frameworks.
• Ensure that proper controls are implemented for change rollback planning, testing (compliance, UAT and security) and separation of duties.

Strategic

• Lead the Product & Technology regulatory compliance framework aligned to current regulations and plan for a changing landscape, referencing the expansive digital assets Momentum operates.
• Provide transparency and visibility of Technology's performance across Technology regulation and compliance inclusive of impact assessment, risk and issue management, funding, change management and business readiness.
• Collaborate to devise solutions aligned to the Strategy and Enterprise Architecture team and work with Enterprise Architects in Domain specific areas and the Enterprise Architect for Gaming to actively drive innovation around emerging technologies.
• Proactively manage and contribute to Momentum’s strategic relationship with the regulators for all technology submissions; champion Momentum’s Technology strategy as part of coordinated engagement.

Process Maturity & Technology

• Define a roadmap for maturity improvements in the change and release management process, including tooling, automation, KPIs & metrics, and user training.
• Lead the evaluation and implementation of change workflow tooling to automate approvals, track changes, testing, and compliance reporting.

Metrics & Reporting

• Develop and implement change and release performance metrics for each business unit (e.g. change success rate, unplanned outages, failed rollbacks, emergency changes, misclassified changes etc).
• Deliver regular reports to management & governance committees on change activities, risk trends and compliance posture.

Training & Development

• Develop training materials and deliver awareness initiatives to enhance understanding of change policies across Product, Engineering and Technical Operation teams presenting findings to the Change Review Board.

Regulatory and Risk Management

• Liaise with regulatory agencies and testing laboratories to secure approvals and certifications for changes.
• Ensure patch installations adhere to prioritized timelines (e.g., CVSS score 7+ within 7 days, score ≤6 within 30 days) and change management procedures.

Skills Required

• 8+ years in Change, Release or IT Operations management, ideally with 3+ years in senior management or governance role.
• Proven experience establishing & maturing change management frameworks in a regulated technology environment.
• Strong familiarity with regulated gaming, financial services, or similar sectors. Demonstrated ability to engage with regulators, auditors, and certification bodies.
• Excellent leadership and communication skills, able to influence senior stakeholders and cross-functional teams.
• Knowledge of DevOps, CI/CD pipelines, and modern software release methodologies is a plus.

Qualifications & Experience

• Education: Bachelor’s degree in information technology, Computer Science, Engineering or Business Administration.

Advances certifications highly desirable:

• ITIL (intermediate or expert)
• PMP or equivalent
• Familiarity with gaming regulatory standards or other specific regulatory frameworks
• Certified ScrumMaster (CSM) or Certified Scrum Product Owner (CSPO)
• ICAgile Certified Professional (ICP) or equivalent
