Head of Asset Management Section (Emirati)
Job Purpose
To lead and direct asset management efforts within the Authority by developing and implementing strategic and operational plans, overseeing related financial and operational activities, and ensuring optimal utilization of assets to achieve operational efficiency, increase returns, and improve tenant experience, in accordance with best practices and approved standards.
Key Responsibilities
Functional Responsibilities
- Develop strategic objectives, initiatives, programs, and key performance indicators for the section in alignment with the Authority's strategic plan.
- Oversee the preparation and updating of internal asset management policies and procedures and ensure compliance with their implementation.
- Prepare and approve the annual operational plan for the section, including defining budgets and operational programs in coordination with relevant departments.
- Oversee the financial performance of assets, including preparation of operational budgets, review of financial reports, and variance analysis.
- Supervise the management of asset data and records, including registration, updating, and continuous auditing.
- Ensure asset tracking through technical systems and apply electronic inventory standards (such as barcode or QR code).

- Follow up on estimating asset useful life and calculating annual depreciation to ensure effective asset management.
- Oversee regular inventory and audit processes and identify assets that require replacement or disposal.
- Approve leasing and pricing plans in coordination with relevant organizational units and review related feasibility studies.
- Evaluate tenant experience reports and approve recommendations to improve leasing environment and service quality.
- Oversee the development and management of lease contracts and ensure proper documentation and record keeping.
- Ensure tenant compliance with contractual terms and relevant policies and take appropriate action on violations.
- Monitor the section's institutional performance reports, identify operational gaps, and develop improvement plans to address challenges.
- Oversee operational risk management related to assets and develop mitigation plans in coordination with concerned entities.
- Support and promote a culture of innovation and quality within the section and contribute to excellence and future foresight projects.
- Ensure compliance with information security and data confidentiality policies and report violations to concerned entities.
- Represent the section in internal and external meetings and submit recommendations and periodic reports to senior management.
- Adhere to information security policies and procedures, maintain data confidentiality, and report any violations or breaches to the Information Security Officer.
- Comply with occupational health and safety procedures, policies, and environmental management system policies applied in the Authority.
- Perform any other job-related duties as assigned.
Operational Responsibilities
- Provide data and reports periodically or upon request to the concerned department director, highlighting areas for improvement to support decision-making and achieve operational excellence.
- Submit periodic performance reports, identify performance gaps and their implications, and provide recommendations for corrective actions to reduce risks, minimize operational downtime, and ensure achievement of objectives within defined timelines.
Financial Management
- Provide inputs to the Finance Department as required and in accordance with the approved governance process for budget preparation.
- Monitor budget execution and allocation to ensure alignment with the approved budget, report actual and potential variances, and recommend corrective actions.
People Management
- Prepare unified strategies and budgets for workforce planning, talent acquisition, training, and development to ensure sufficient staffing for optimal operational efficiency.
- Set section objectives and conduct mid-year and year-end performance reviews; monitor performance and provide expert guidance when necessary to ensure achievement of performance goals.
- Identify competencies.
- Provide guidance to section employees on operational matters and staff management.

Required Qualifications
Academic Qualifications
- Bachelor's degree in Asset Management, Business Administration, Facilities Management, or equivalent from an accredited university
Professional Experience and Skills
- Minimum 7 years of relevant work experience
- Ability to prepare consistent recommendations and inputs for policies, regulations, and laws to support sector enablement
- Experience in managing high-impact programs and coordinating with multiple internal and external stakeholders
- Experience in managing and leading multidisciplinary teams and coordinating a wide range of strategic initiatives aimed at sector development
- Ability to apply sector knowledge and emerging trends in developing enabling strategies and policies
