As Shamal Holding continues to grow, we’re in search of a Head – Facility Management and Community Management. The primary objective of this role is to oversee and manage the Facility and Community Management functions. This encompasses the management of all Shamal buildings and communities to ensure that the facilities are safe, and fully operational. This will require interface and management with Shamal business units, contractors, consultants, authorities, third party tenants as well as the general public.

The role encompasses on-site and off-site community management services, financial management and reporting as well as full life cycle management.

Responsibilities:

Facility Management:

  • Take overall responsibility for the delivery of facility management services for Shamal in line with approved business plans and Management direction. This includes both commercial and specific performance.
  • Create and implement policies and procedures for the procurement and delivery of facility management services.
  • Provide technical input for the development of assets, considering full life cycle development.
  • Manage and direct internal teams as well as third party vendors to ensure implementation and management of FM.
  • Devise and implement a KPI system for the management and implementation of effective FM strategy/processes.
  • Create and deliver FM services budgets and forecasts.
  • Ensure the building meets health and safety requirements and that facilities comply with legislation.
  • Check that agreed work by staff or contractors has been completed satisfactorily and following up on any deficiencies.
  • Respond to emergencies or urgent issues as they arise and deal with the consequences.
  • Ensure the company is in compliance with all regulatory agency requirements as they relate to environmental health.
  • Oversee the development of health and safety procedures as they relate to waste management and building safety.

Community Management:

  • Develop and manage strategic relationships with all entities making up the Master Communities.
  • Ensure that common areas in the Master Community and Owners Associations are kept at the best standards at all times.
  • Initiate and oversee audit inspection reports (when applicable).
  • Maintain a schedule of contracts detailing the Key Performance Indicators, due dates for service delivery, scheduled service calls and dates of attendance, and make the schedule available.
  • Ensure full documentation maintained providing history of service providers (for example MEP replacements, major repairs, etc.).
  • Prepare, present and manage budgets for the Master Community.
  • Manage revenue collection process to ensure maximum collections.
  • Prepare and review request for proposals or procurement requirements including tendering of any bid requirements.
  • Conduct regular inspections/audits of the community.
  • Follow up on communities to submit post events reports.
  • Ensure all Real Estate Regulatory Agency (RERA), Dubai Land Department (DLD), Dubai Development Authority (DDA), and Dubai (UAE) laws are met.

Minimum Qualifications & Experience:

  • Bachelor's degree in Engineering, facilities management, business management or related field preferred. Certification in facilities management is a plus.
  • Preferred: Project Management Professional (PMP) certification or equivalent; Chartered Surveyor (MRICS) or other relevant professional certifications in the construction and real estate industry.
  • A minimum of 10 years of relevant experience with at least 6 years in a managerial or supervisory role.
