Job summary

Dubai Chambers seeks an experienced HR leader to strategically plan, forecast, and manage manpower across the organization and its international offices. The role drives Emiratization initiatives, succession planning, and workforce optimization to align with growth projections and regulatory requirements.

The position oversees global recruitment efforts, develops talent pipelines, and collaborates with sector heads to ensure effective staffing and organizational redesigns where needed.

Qualifications

  • Bachelor’s degree in Human Capital or Business Administration is required.
  • 5–8 years of progressive HR experience with focus on workforce planning.
  • Knowledge of Emiratization provisions and UAE labor laws.
  • Experience in managing international recruitment and talent pipelines.

Responsibilities

  • Develop and execute the department’s strategic plan aligned with Dubai Chambers’ goals.
  • Forecast manpower needs across sectors and departments to support growth.
  • Lead Emiratization programs and national talent development initiatives.
  • Oversee recruitment life cycle including international hiring and selection processes.
  • Manage succession planning and leadership development across the organization.
  • Collaborate with department heads and external partners to optimize staffing and costs.
  • Monitor KPIs and drive continuous improvement in HR processes.
