General Manager

We are seeking a visionary General Manager to lead and shape the national regulatory function within a major logistics and distribution group in the UAE. This leadership role will be responsible for developing and enforcing policies, regulatory frameworks, and licensing mechanisms to drive market compliance, operational governance, and sustainable sector growth.

Key Responsibilities

Strategy, Policies & Frameworks

• Define and implement regulatory strategies aligned with UAE laws and international best practices.
• Develop and enforce comprehensive regulatory frameworks for logistics, courier, and related services.
• Oversee licensing policies, market access guidelines, pricing models, and service quality standards.
• Define and monitor security and risk management protocols across operational channels.
• Ensure efficient regulatory organizational design and execution of strategic KPIs.
• Promote confidentiality and compliance across all regulatory activities.

Regulatory Oversight & Market Compliance

• Advise executive leadership on regulatory risks, compliance issues, and policy direction.
• Lead licensing and inspection frameworks, ensuring operational integrity and adherence to sector regulations.
• Oversee audits, inspections, and governance reviews to drive sector transparency and accountability.
• Guide the development of sustainable regulatory practices, digital policies, and smart governance tools.

Governance & Stakeholder Engagement

• Collaborate with ministries, government entities, and security stakeholders to align policies and strengthen national logistics governance.
• Lead regulatory oversight for specialized delivery categories, including sensitive or high-security segments.
• Drive digital transformation of the regulatory function, focusing on technologies like AI, geocoding, and automation.
• Engage regularly with national and regional stakeholders to align strategic objectives.

Consumer Protection & Market Standards

• Establish clear consumer protection frameworks across all regulated services.
• Oversee customer grievance redressal systems, service-level transparency, and pricing governance.

Budget & Planning

• Develop and manage the regulatory affairs department budget, ensuring efficient resource allocation.

Leadership & Talent Development

• Build and lead a high-performing regulatory affairs team.
• Mentor future leaders and implement succession planning strategies.
• Drive Emiratization targets and foster inclusive growth of national talent.

Education & Qualifications

• Master’s degree in Law, Business Administration, Public Policy, or Regulatory Affairs.
• Relevant certifications in Governance, Compliance, or International Trade are a plus.

Experience

• 15+ years of experience in government, logistics, or regulatory institutions.
• At least 5 years in a senior leadership role managing regulatory or legal frameworks.
