Job summary

Next Gen Alternative Nicotine Manufacturing Ltd. in Abu Dhabi seeks an experienced HSE Officer to lead occupational health and safety at a nicotine and lithium-battery manufacturing facility.

You will act as the appointed HSE Officer under UAE law, drive risk assessments, manage hazardous substances, and coordinate emergency planning with Civil Defence. The role requires NEBOSH IGC or equivalent, IOSH Managing Safely, 3–5 years in manufacturing HSE, and fluent English.

Qualifications

• Bachelor's degree in engineering, environmental/occupational health & safety, or science.
• NEBOSH IGC or equivalent (minimum); IOSH Managing Safely.
• Registered—or eligible to register—OSH General Practitioner with ADPHC/Abu Dhabi under ADOSH-SF.
• 3–5 years of HSE experience in manufacturing/industrial environments.
• Working knowledge of UAE federal OSH law, ADOSH-SF, EAD regs, KEZAD Rules, UAE Fire & Life Safety Code.
• Fluent professional English.
• Preferred UAE/GCC experience and existing ADPHC registration.
• Experience with hazardous chemicals and/or lithium-battery manufacturing or storage.
• ISO 45001/ISO 14001 internal auditor; fire warden and first-aid instructor certifications; working-at-height.
• Arabic and/or Mandarin Chinese for liaison with authorities.

Responsibilities

• Act as the establishment's appointed Occupational Health Safety Officer under UAE law.
• Carry out risk assessments, HIRA, and EHS impact assessments.
• Manage hazardous substances inventory, labeling, and storage (nicotine, flammable liquids).
• Oversee lithium battery storage, charging areas and fire-segregation controls.
• Develop emergency plans; liaise with Civil Defence; maintain compliance certificates.
• Monitor environmental compliance for air/waste/waste permits.
• Deliver HSE induction and training; coordinate first-aiders.
• Manage HSE for contractors, vendors, transport, and visitors.
• Implement Behaviour-Based Safety observations and near-miss reporting.
• Lead incident investigations and corrective actions; maintain EHS records.

About the Role

We are seeking a Dedicated HSE Officer Health Safety Environment for our manufacturing facility in KEZAD Abu Dhabi e-cigarette vaping products manufacturing involving nicotine and lithium batteries. The role serves as the establishment s appointed Occupational Health Safety Officer under UAE law reporting to the Administration Manager with direct escalation to the Factory General Manager on all OSH matters and holds the authority to stop unsafe work. Site workforce approx 250 at full production multi-shift.

Key Responsibilities

• Act as the establishment s appointed Occupational Health Safety Officer under UAE law serve as the registered HSE contact reported to AD Ports ADPC Build implement audit and continuously improve the site EHS management system in line with ADOSH-SF OSHAD-SF and the KEZAD Rules align with ISO 45001 14001 principles and lead certification if pursued
• Carry out risk assessments HIRA job safety analyses and EHS impact assessments across all operations
• Manage hazardous substances SDS chemical inventory labelling segregated and secured storage especially nicotine and flammable liquids and hazard communication
• Oversee lithium-battery storage charging areas and fire-segregation controls manage flammable-liquid handling
• Organise and manage the emergency response structure ERT fire wardens first-aiders evacuation marshals develop and drill emergency and fire-safety plans liaise with Abu Dhabi Civil Defence and maintain the Civil Defence Certificate of Compliance
• Ensure environmental compliance monitoring and periodic reporting of air emissions wastewater and waste manage approved waste service providers support EAD permits
• Deliver HSE induction and ongoing training maintain training records coordinate certified first-aiders
• Manage the HSE of contractors vendors transport companies waste contractors and visitors
• Implement Behaviour-Based Safety BBS observations and encourage proactive hazard and near-miss reporting
• Conduct routine inspections audits and workplace monitoring noise heat stress air quality track corrective actions to closure
• Operate the permit-to-work system PPE programme and site safety controls
• Chair the monthly HSE Committee meeting prepare the monthly HSE report and issue safety alerts
• Manage incident and emergency reporting to KEZAD DoH ADPHC and EAD lead incident investigations and corrective actions Maintain EHS records permits and reports represent the company to regulators AD Ports EAD ADPHC Civil Defence during inspections and audits

Requirements

• Bachelor's degree in engineering, environmental / occupational health & safety, or a science discipline.
• NEBOSH International General Certificate (IGC) or equivalent (minimum); IOSH Managing Safely.
• Registered — or immediately eligible to register — as an OSH General Practitioner (NQF Level 4+) with ADPHC / Abu Dhabi under ADOSH-SF.
• Minimum 3–5 years of HSE experience in a manufacturing / industrial environment.
• Working knowledge of UAE federal OSH law, ADOSH-SF, EAD environmental regulations, KEZAD Rules and the UAE Fire & Life Safety Code.
• Fluent professional English.
• Preferred Prior UAE / GCC experience and existing ADPHC registration.
• Experience with hazardous chemicals and/or lithium-battery manufacturing or storage.
• ISO 45001 / ISO 14001 internal auditor; fire warden and first-aid instructor certification; working-at-height certification.
• Arabic and/or Mandarin Chinese (for liaison with authorities and headquarters).
• Valid UAE driving licence.
