Job summary

Michael Page is seeking a seasoned Facilities Project Manager to lead the delivery of a new office and manufacturing facility in Dubai. You will manage fit-out, infrastructure, and capital investment projects from inception through operational readiness, coordinating architects, contractors and authorities to ensure on-time, within-budget delivery.

You will mobilise facilities from construction completion into everyday operations, oversee outsourcing providers, and drive maintenance and asset

Qualifications

• 8+ years of facilities, workplace, industrial or capital projects experience.
• Proven delivery of office/industrial fit-out or facility development projects.
• Experience mobilising new facilities from construction to operation.
• Experience managing consultants, contractors and outsourced facilities providers.
• Experience in manufacturing, aviation, industrial, pharmaceutical, logistics or similar environments.

Overview

Lead the delivery and mobilisation of a new office and manufacturing facility in Dubai, managing fit‑out projects, contractor coordination, facilities operations, and capital investments from inception through to operational readiness. Working closely with internal and external stakeholders, you will ensure the facilities are delivered safely, efficiently, and are fully prepared to support the organisation's long‑term growth.

Facilities & Capital Project Delivery

Lead the delivery of new office and manufacturing facility projects from inception through to operational handover.

Manage all phases of facility fit‑out, refurbishment, infrastructure, and capital investment projects.

Coordinate architects, consultants, contractors, suppliers, and statutory authorities throughout project delivery.

Develop and manage project programmes, budgets, procurement activities, and reporting to ensure delivery against agreed milestones.

Monitor project risks and implement mitigation strategies to minimise programme and commercial impacts.

Ensure all works are delivered in accordance with company standards, quality requirements, and local regulations.

Facilities Mobilisation & Operational Readiness

Lead the transition of completed facilities into fully operational workplaces.

Develop mobilisation plans covering facilities operations, maintenance, security, cleaning, workplace services, utilities, and business continuity.

Coordinate commissioning, snagging, testing, and handover activities.

Ensure operational readiness to support business growth, including planned manufacturing operations.

Support future expansion planning as the business scales towards full production capacity.

Facilities & Asset Management

Manage outsourced Facilities Management providers across Hard and Soft Services.

Develop preventative maintenance strategies and oversee asset lifecycle planning.

Monitor service delivery through KPIs, SLAs, and continuous improvement initiatives.

Maintain accurate asset registers, maintenance records, and facilities documentation.

Drive workplace optimisation and efficient space utilisation across the site.

Financial & Commercial Management

Develop and manage annual facilities budgets and capital expenditure forecasts.

Monitor project costs and operational expenditure, identifying opportunities for cost optimisation.

Manage procurement processes for facilities‑related services and contracts.

Review contractor performance and ensure contractual obligations are achieved.

HSE Coordination & Compliance

Support implementation of Group HSE policies throughout construction, mobilisation, and operational phases.

Coordinate contractor HSE compliance, risk assessments, permits, and site safety activities.

Ensure compliance with UAE statutory requirements and corporate HSE standards.

Support emergency preparedness planning and operational readiness activities.

Coordinate HSE reporting, audits, inspections, and KPI submissions.

Promote a positive safety culture across contractors and employees in partnership with the Group HSE team.

Stakeholder Management

Build strong working relationships with internal business leaders, project teams, and external stakeholders.

Act as the primary facilities project interface between corporate functions, consultants, contractors, and service providers.

Provide regular project updates, risk reporting, and progress presentations to senior leadership.

Collaborate with global teams to ensure alignment with corporate standards and business objectives.

Profile

• Minimum 8 years' experience managing facilities, workplace, industrial, or capital projects.
• Demonstrated experience delivering office and industrial fit‑out or facility development projects.
• Experience mobilising new facilities from construction completion into operational use.
• Proven experience managing consultants, contractors, and outsourced Facilities Management providers.
• Experience working within manufacturing, aviation, industrial, pharmaceutical, logistics or similarly operational environments.
• Experience managing project budgets, procurement, and contract administration.
• Understanding of facilities maintenance strategies and asset lifecycle management.
• Working knowledge of HSE legislation and contractor safety management within construction or operational environments.
