Job description

My client a leading international Tier 1 - Contractor has an immediate opening for a Technical Office Engineering Manager who will lead and oversee all technical engineering functions for an international airport construction project in Rwanda. The role involves coordinating design, engineering documentation, ensuring the accuracy, compliance, and efficiency of all engineering documentation and coordination efforts. Oversee multidisciplinary engineering teams, support site execution with timely technical inputs, and liaise with construction site, consultants, subcontractors, client representatives, and regulatory bodies to ensure technical integrity, compliance with project specifications, and supports cost-effective solutions within scheduled timelines to meet project goals. Key Responsibilities: 1 Engineering Management * Lead the technical office for the airport project, managing all design coordination, technical reviews, and engineering deliverables. * Review and approve shop drawings, material submittals, method statements, and technical documentation in line with local Rwandan regulations. * Coordinate across civil, structural, MEP, airside systems (runways, taxiways, aprons), and terminal building works to ensure coordinated shop drawings. * Negotiate with stakeholders as necessary and prepare documentation for engineering sub-contracts and claims involving change orders, abortive work, and delays. 1 Coordination & Communication * Serve as the primary technical interface between the site, consultants, client, subcontractors, and regulatory authorities. * Organize and participate in design and coordination meetings with stakeholders to ensure alignment on project goals and timelines. * Interface with estimation, procurement, and project construction sites to improve project engineering quality, performance, and profitability 1 Document Control & Technical Compliance * Ensure the implementation of robust document control systems for tracking submittals, RFIs, and approvals. * Verify all designs and submissions meet project standards and comply with local authorities. 1 Support to Construction Team * Provide ongoing technical support and clarification to site execution teams to minimize delays and errors. * Proactively identify and resolve technical issues, bottlenecks, and clashes in construction sequences or design documents Qualifications: * Bachelor's or Master's degree in Civil Engineering, Construction Management, or a related field. * Minimum of 15 years of experience in technical office engineering, with at least 5 years in a managerial role on construction projects. * Proven experience working on large-scale international projects, preferably in Africa or developing regions. * Strong knowledge of international construction standards, building codes, and engineering software (AutoCAD, Revit, BIM tools, etc.). Skills & Competencies: * Excellent leadership, team management, and communication skills. * Strong analytical and problem-solving capabilities. * High attention to detail and commitment to quality. * Fluent in English; additional languages are an asset. * Ability to work in multicultural, dynamic project environments. * Strong understanding of infrastructure design (taxiways, drainage), terminal buildings, utilities, and MEP systems. * Experience with document management systems and digital project collaboration tools.
