Job summary

AECOM is seeking an experienced Senior QA/QC Engineer in the UAE to oversee quality across design, construction, testing and commissioning on a major rail infrastructure programme.

The candidate will ensure compliance with ISO 9001 RAMS, review ITPs and submittals, manage NCRs, and coordinate with Contractors, Designers and the Client to deliver on contractual requirements.

Qualifications

• Minimum 10 years' QA/QC on similar projects.
• Strong knowledge of ISO 9001 and RAMS.
• Excellent written and verbal communication in English.
• Experience reviewing ITPs, method statements and material submittals; managing NCRs.

Responsibilities

• Review and approve contractor quality documents, including ITPs, method statements and quality procedures.
• Monitor contractor compliance with QMS, contract specs and international standards.
• Plan and carry out quality audits and surveillance of contractors, subcontractors and suppliers; track corrective actions.
• Witness and verify inspections, tests and FAT points on site and factory acceptance tests.
• Review material and equipment submittals and conformance documents.
• Raise, track and close NCRs; analyze root causes to prevent recurrence.
• Prepare periodic quality reports and KPIs for project management and client.
• Lead quality coordination meetings and promote a quality-focused culture.

Job Description

The Senior Professional shall have a technical/engineering related university degree with not less than Ten (10) years’ experience in the required field of expertise for similar projects

Qualifications

We are looking for an experienced QA/QC Engineer to join a major rail infrastructure programme in the UAE. As a Senior Professional in the project management team, you will oversee quality assurance and quality control across design, construction, and testing and commissioning, making sure all works meet contract requirements, specifications and applicable standards. The role involves close coordination with contractors, designers and the client. It suits a candidate who can hold contractors to account while supporting timely delivery.

Key Responsibilities

• Review and approve contractor quality documents, including Project Quality Plans, Inspection and Test Plans (ITPs), method statements and quality procedures
• Monitor contractor compliance with the approved quality management system, contract specifications and relevant international standards
• Plan and carry out quality audits and surveillance of contractors, subcontractors and suppliers, and track corrective actions to close-out
• Witness and verify inspections, tests and hold/witness points on site and at factory acceptance tests (FAT)
• Review material and equipment submittals, test certificates and conformance documentation
• Raise, track and close non-conformance reports (NCRs), and analyse root causes to prevent recurrence
• Oversee quality records, including inspection requests, test results and as-built documentation, making sure they are complete and traceable for handover
• Support testing and commissioning activities, and verify that quality documentation is complete for system acceptance
• Prepare periodic quality reports and KPIs for project management and the client
• Lead quality coordination meetings and promote a quality-focused culture among all project stakeholders
• Technical or engineering university degree
• At least 10 years' experience in QA/QC on similar projects
• Strong working knowledge of ISO 9001 quality management systems and quality audit practice
• Proven experience reviewing ITPs, method statements and material submittals, and managing NCRs
• Excellent written and verbal communication skills in English
• QA/QC experience on rail or metro projects (civils, track, or railway systems such as signalling, power and communications)
• Experience in a PMC, consultant or client-side role
• Middle East experience, particularly in the UAE
• Familiarity with rail standards such as EN 50126/50128/50129 (RAMS) and with FIDIC contracts
• Experience with testing and commissioning and system handover on major infrastructure projects

Additional Information

• Bachelor's degree in Civil, Mechanical, Electrical or a related Engineering discipline
• Professional certification or membership (e.g. CQI/IRCA, ASQ) is an advantage
