Job description

To assess the integrity and effectiveness of the bank's internal control framework to support the mitigation of risk and the protection of the bank's operational, financial, and reputational risks.

Accountabilities

  1. Collaborate with various stakeholders across the bank and business units to improve overall control effectiveness through detailed documentation of control assessments, procedures, and findings.
  2. Identify and investigate potential weaknesses and issues within internal controls to promote continuous improvement and risk mitigation aligned with the bank's control framework, prioritised by severity to disrupt bank operations.
  3. Develop reports to communicate key findings from risk assessments, including control weaknesses and recommendations, to control owners, senior management, and other stakeholders.
  4. Execute reviews to determine the effectiveness of the bank's internal controls framework, aligned with established and evolving policies, regulations, and best practices.
  5. Implement adherence to the Barclays Controls Framework and set appropriate methodologies for assessing controls against the Framework.
  6. Advise and influence decision-making, contribute to policy development, and collaborate closely with other functions and business divisions.
  7. Lead a team performing complex tasks, using professional knowledge and skills to deliver impactful work, set objectives, coach employees, and appraise performance.
  8. If in a leadership role, demonstrate leadership behaviours to create an environment for colleagues to thrive, following the four LEAD behaviours: Listen and be authentic, Energise and inspire, Align across the enterprise, Develop others.
  9. For individual contributors, lead collaborative assignments, guide team members, and identify new directions for assignments or projects.

Seeking a seasoned Technology Risk and Controls Lead to support operations in Turkey and oversee regional activities across the Middle East, especially the UAE. The role ensures the bank’s internal controls framework effectively mitigates operational, financial, and reputational risks, leads regulatory alignment, supports audits, and ensures compliance across Technology, Cyber, and Data domains.

Key Responsibilities:

  1. Map local Technology, Cybersecurity, and Data regulations in Turkey to the bank's internal policies; identify and drive closure of compliance gaps.
  2. Develop and execute mitigation plans to maintain continuous regulatory compliance in Turkey and UAE.
  3. Support audit readiness, advisory, and remediation efforts across IT, Cybersecurity, and Data domains.
  4. Drive controls governance activities, meetings, and reporting aligned with the bank’s ORM framework and Controls Standards.
  5. Act as regional contact for regulatory engagements, audits, and senior management.
  6. Address control gaps and enhance compliance oversight as the bank expands in the Middle East.
  7. Provide strategic advice to branch management on due diligence responsibilities.

Mandatory Skills:

  • Knowledge of Turkey’s Technology, Cybersecurity, and Data regulations for the financial industry, with experience in gap assessments and compliance engagement.
  • Experience managing or supporting IT, Cyber, and Data audits, including preparedness and remediation.
  • Proven skills in Technology and Cyber Risk & Controls Governance, including stakeholder engagement and reporting.

Desired Skills:

  • Experience supporting regulatory and internal controls compliance in business change programs within the financial sector.
  • Strong communication skills with experience engaging senior management on risk and controls.
  • Exposure to Public Cloud risk management and assessments related to cloud adoption.
