JOB SUMMARY

To lead and manage the HSE department, to functionally lead the HSE team and advise the project teams on HSE related matters to ensure strict compliance and conformance to legal requirements, engineer/employer requirements, contractual obligations and HSEMS requirements to create a safe working environment.

DUTIES & RESPONSIBILITIES

  • Establish and ensure implementation of the HSE Management System on the all phases
  • To establish Project HSE Plan including HSE Policy (based on Corp. QHSE Policy) and continually improve it.
  • Takes part in accident / incident investigation and carry out root cause analysis of accident / incident & statistics, identifying trends and suggesting improvement plans.
  • Conduct Safety audit for Sub-Contractor, Internal and participate in External Audits
  • Assist and coordinate with the Project Manager and all personnel assigned to the project in establishing an overall Project HSE Management Plan based on Companies IMS Management standards and Project requirements.
  • Ensure legal compliance related to Health, Safety & Environment
  • Lead all HSE personnel of group, assigning duties, monitoring, reporting etc.
  • Report the Project HSE Audit Results, Inspection reports, Near Miss, Incident reports to Corporate HSE Manager and PM/PD.
  • Conducts Sub-contractor's HSE Meetings
  • Assists the Commercial, Engineering and Operations Department in their dealings with Clients in all issues concerned with Health and Safety at work.
  • Keep abreast and updated with the latest HSE technical information, legal requirements and international best practices.
  • Monitor Project HSE System activities such as Engineering HSE and Field HSE activities based on Companies Integrated Management system and Project requirements
  • Measuring performance, enforcement, Hazard Identification and Risk assessment related to project.
  • Implementation of EMS, Contingency management, training need analysis etc.
  • Conducts regular HSE Trainings to supervising staff and operatives.
  • Any other duties as reasonable requested by the line/function manager as per project requirement.

QUALIFICATIONS & EXPERIENCE

  • Bachelor Degree in Science/Engineering (Mofa Attested)
  • Additional professional qualifications in HSE and Fire & Safety Management Systems.
  • NEBOSH International General Certificate
  • NEBOSH International Diploma or OHS Diploma Level 6 or equivalent
  • ISO 45001:2018 Lead Auditor Training
  • ISO 14001:2015 Lead auditor Training
  • International Membership Accreditations (IIRSM, Grad IOSH, CSP, ASP)
  • Minimum ten years in HSE role in the UAE Construction industry / Main Contractor (Tower Projects)
  • Minimum five (5) years experience as an Project HSE Manager in Tower Projects (over 50 Floors)

  • Thorough knowledge of UAE HSE legal framework and requirements
  • Thorough knowledge of HSE best practice, regulations and performance standards
  • Excellent knowledge of MS Office
  • Able to pro-actively resolve problems
  • Strong communication and interpersonal skills
  • Able to train, coach and mentor
  • Self-motivated and able to work with minimal supervision
  • Approachable and positive attitude
  • Excellent time management skills and able to work to strict deadlines
  • Fluent English language ability both spoken and written.
  • Hindi or Urdu as spoken languages
