Support and lead purchasing activities across the company by ensuring compliance with procurement guidelines. Ensure the unit aligns with the Supply Management department's strategy, policies, and regulations, serving as the primary contact for all Supply Management inquiries.
Key Accountabilities:
- Collaborate across the company to gather data related to department projects requiring supply management, ensuring proper documentation for budgeting and planning.
- Lead supply management training and support on technical specifications and scope of work development for end users.
- Implement targeted category strategies, including market analysis, supplier profiling, ICV opportunities, benchmark pricing, cost savings, negotiation planning, and contract strategies.
- Develop and execute procurement plans aligned with business needs and stakeholder engagement.
- Manage all stages of the supply management lifecycle, from pre-market assessments to contract award and performance management, following established processes.
- Partner with business units to develop sourcing strategies that comply with policies and legislation while fostering innovation and value for money.
- Ensure category strategies are applied in supply arrangements and negotiations.
- Support the delivery of supply management strategies by educating, influencing, and collaborating with stakeholders.
- Contribute to activities that reduce expenditure, ensure compliance, minimize risk, and maintain strong relationships with stakeholders and suppliers.
- Coordinate supply management projects and mentor project managers and purchasers within the framework.
- Assist in establishing and managing contracts compliant with legislation and best practices.
- Monitor external market trends to inform and adapt supply strategies for departmental advantage.
- Establish KPIs for suppliers/contractors using effective contract management principles.
- Conduct regular purchasing compliance audits within business units to ensure adherence to legislation, policies, and contractual prices.
- Collaborate with governance specialists to maximize compliance and maintain an effective governance framework.
- Apply procurement governance and risk management frameworks to ensure compliance and continuous improvement.
- Perform other duties as required.
Qualifications:
- Bachelor's degree in business administration or equivalent; master's preferred.
- 5-7 years of experience in Supply Management, including 3 years in a managerial role.
- Proficiency in English and Arabic, both spoken and written.
- Skilled in MS Office (PowerPoint, Word, Excel).
- Strong administrative skills and attention to detail.
- Self-motivated with proven ability to meet deadlines.
- Experience in business planning.
- Experience in large-scale procurement transformation and e-sourcing technology.
- Experience with business intelligence tools for data analytics and reporting.
- Excellent communication and listening skills.
